THE PROJECT consists of furnishing all materials and equipment and performing all labor necessary to upgrade and expand the Hightower Water Treatment Plant and related equipment and appurtenances to a total treatment capacity of 6.9 million gallons per day (MGD). The project generally consists of the following major components of work and appurtenances: a. Expansion and Modification of the Hightower WTP Raw Water Intake & Pump Station; b. New Russell Creek Reservoir Flow Control Structure; c. New Sedimentation Basin Mechanical Sludge Removal Equipment; d. Modernization of Gravity Filters No. 1 - 4; e. New Bulk Chemical Feed Facilities for Phosphate and Sodium Permanganate; f. New Chlorine Feed Application Points Upstream of Filters; g. Upgrades to Existing Chemical Feed Facilities; h. Clearwell No. 2 Piping Modifications; i. Miscellaneous Piping Upgrades and Modifications; j. Electrical and Instrumentation Upgrades and Modifications; and k. Related Equipment and Appurtenances Detailed in the Specifications and Shown on the Contract Drawings. It is the responsibility of the person/firm submitting a Bid to ensure that it is received at the physical address of the Authority prior to the stated deadline. A date/time stamp located at the customer service reception window, at the Administrative Office of the Authority will determine the time of receipt. There is a button on the left side of the front door to buzz into the lobby of the Administrative Office. Bids received after the deadline will not be considered under any circumstances and will be returned unopened after the Bid is made. Unsealed Bids, including facsimile Bids, will not be considered. PRE-QUALIFICATION OF BIDDERS has been performed. Only Bids submitted by properly prequalified Bidders will be opened. PRE-CONSTRUCTION CONFERENCE A Pre-Construction Conference will be scheduled with the successful bidder prior to issuance of the Notice to Proceed. A BID BOND in the amount of five percent (5%) of the total base bid shall accompany each bid submitted. The Bid Bond shall be prepared on the Bid Bond form attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570. THE SUCCESSFUL Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid.
