Project Description The Village of Bolivar is located in Allegany County on the NY-PA border. The infrastructure along Olive Street within the Village has reached the end of its useful lives and has been deteriorating. Storms have brought about severe flooding which then caused more damage due to the infrastructure not functioning properly. In addition, the cast-iron water mains have recurring breaks and leaks which are affecting water quality and reliability. The Village of Bolivar was awarded a 2024 New York State Community Development Block Grant (CDBG) in the amount of $2,000,000 for improvements to the necessary infrastructure along Olive Street within the Village. A Map, Plan and Report entitled "Olive Street Improvements", prepared by Clark Patterson Lee, and a copy of the successful CDBG application prepared by Municipal Solutions, Inc. are available for review at the Village Hall. Statement of Qualifications (SOQ) SOQ shall include the following: 1. Describe your firm's experience in administering projects similar to the Village of Bolivar's Olive Street Project. 2. Describe the organization and management effort you propose to accomplish the project. 3. Identify the person you propose to serve as the Project Manager and include resumes of the individuals who will be assigned to the project. 4. Describe specific administration services that your firm will provide to assist the Village in completing the project. Activities under the grant administration should include, but are not limited to: a. Preparation of Request for Funds Disbursement Paperwork and tracking receipt of funds b. Completion of monthly budget reports tracking costs incurred and budget remaining for the project. c. Completion of required CDBG reports including but not limited to: Annual Performance, Labor Standards, Section 3, MWBE, Program Income, and Federal Expenditure Reports. d. Assist Village personnel in gathering data and setting up files per CDBG guidelines. e. Participation in discussions with CDBG personnel, the Village Board, the project engineer and others connected to the project as requested by the Village. Selection of the Consultant The selection of the consultant will be based upon and the relative weight of each criterion to be used in evaluation will be as follows: . Successful Experience with Grant Admin. 4 . Technical Capability of the Project Team 5 . Availability of Staff & Resources 5 . Experience with CDBG Funded Projects 6 The selection committee will be the Bolivar Village Board. The Village expects to evaluate submissions within fourteen (14) days of receipt. If interviews are held, they will be scheduled within 2 weeks of short-list notification. Award is anticipated by January 20, 2025 Submittal Consultants responding to this request shall submit their cost estimate and a copy of their qualifications.
