Contract Id C205007 WBS: 2025CPT.05.04.10321.1 County: Durham Length: 22.567 MI DBE Goal 6.00% Job Type: Milling, Resurfacing, and Shoulder Reconstruction A Bid Bond or Bid Deposit in the Amount of 5% of the Total Amount Bid Will Be Required. The Bidder Shall Submit an Electronic Bid Bond With Each Electronic Bid Submittal Unless They Elect to Furnish a Bid Deposit. All Questions Related to Projects During the Advertisement Period Shall Be Emailed to the State Contract Officer at Contractofficer@ncdot.gov. The Minimum Wage for Labor Will Be Shown in the Proposal Form for Federal Aid Projects. Contractor's License: a General Contractor's License Is Required in Order to Submit a Bid on Any Non-federal Aid Project Where the Bid Is $30,000.00 or More, Except for Certain Specialty Work as Determined by the Licensing Board. On Federal Projects, the Appropriate Contractor's License Shall Be Obtained Within 60 Days of Bid Opening. For Additional Information or to Make Application for a License, Visit the Contractor Licensing Board Prequalifying to Bid: All Prospective Bidders Shall Be Prequalified With the Department of Transportation Prior to Submitting a Bid. NCDOT - 004 - Milling, Resurfacing, and Shoulder Reconstruction The work covered by this provision consists of clipping high shoulders and reconstructing the earth shoulder in accordance with Standard Drawing No. 560.01 and 560.02 of the Roadway Standard Drawings with the following exceptions: the width will be shown on typical sections, or to the existing shoulder point, whichever is nearer, as long as the desired typical is achieved. Seeding and mulching shall be performed upon completion of shoulder grading when earth borrow is used. This work shall be performed immediately after the resurfacing operations are complete as directed by the Engineer. Place incidental stone base on driveways, mailboxes, etc. immediately after paving and do not have the paving operations exceed stone base placement by more than one week without written permission of the Engineer. Remove existing 4" concrete sidewalk in accordance with the plans, this special provision and as directed by the Engineer. Remove and replace existing 4" concrete sidewalk in accordance with Section 848 of the Standard Specifications, the plans, this special provision and as directed by the Engineer. Remove existing curb & gutter and replace with 2'-6" curb & gutter in accordance with Section 846 of the Standard Specifications, the plans, this special provision and as directed by the Engineer. Remove existing 2'-6" curb & gutter in accordance with the plans, this special provision and as directed by the Engineer. Remove existing concrete curb ramp in accordance with the plans, this special provision and as directed by the Engineer. Construct in accordance with Section 848, except detectable warnings shall be of one of the following materials: engineered plastics, rubber or composite tile applied directly to the curb ramps by incorporating into the concrete of the curb ramps unless otherwise approved by the Engineer. Surface mounted rubber mats, brick, steel and stamped concrete pavers will not be accepted. Remove and reset existing brick pavers in accordance with the plans, this special provision and as directed by the Engineer. The Contractor's attention is directed to the fact that there are areas of existing pavement on this project that will require repair prior to resurfacing. Patch the areas that, in the opinion of the Engineer, need repairing. The areas to be patched will be delineated by the Engineer prior to the Contractor performing repairs. The Contractor will be required to use a milling machine suitable to performing a minimum patch of 4 ft in width when patching on all maps. At the contractor's option, the use of an electronic ticketing system for reporting individual and cumulative asphalt material deliveries may be utilized on this project. At the preconstruction conference, the contractor shall notify the Engineer if they intend to utilize an electronic ticketing system for reporting individual and cumulative asphalt material deliveries to the project. Furnish, install and maintain snowplowable delineation. There are five snowplowable delineation alternate options approved for use in North Carolina. They include the following markers and markings options: (1) Polycarbonate H-shaped Markers (2) Inlaid Raised Pavement Markers (3) 10' Rumble Skips (4) Inlaid Cradle Markers (5) 10' Inlaid Pavement Markings Only one type of snowplowable delineation will be allowed on a single project. The North Carolina Department of Transportation will administer a custom version of the Federal On-the-Job Training (OJT) Program, commonly referred to as the Alternate OJT Program. All contractors (existing and newcomers) will be automatically placed in the Alternate Program. Standard OJT requirements typically associated with individual projects will no longer be applied at the project level. Instead, these requirements will be applicable on an annual basis for each contractor administered by the OJT Program Manager. On the Job Training shall meet the requirements of 23 CFR 230.107 (b), 23 USC - Section 140, this provision and the On-the-Job Training Program Manual. The Alternate OJT Program will allow a contractor to train employees on Federal, State and privately funded projects located in North Carolina. However, priority shall be given to training employees on NCDOT Federal-Aid funded projects. Install advance/general warning work zone signs according to the Detail Drawing provided in these plans prior to beginning of work. Install and maintain signing in accordance with the attached drawings and Divisions 11 and 12 of the Standard Specifications. Furnish, install, and maintain all ADA compliant pedestrian traffic control devices for existing pedestrian facilities that are disrupted, closed, or relocated by planned work activities. The ADA compliant pedestrian traffic control devices used to either close, redirect, divert or detour pedestrian traffic are Pedestrian Channelizing Devices and Audible Warning Devices. The Contractor shall provide a Pedestrian Transport Service through and/or around the project when a traversable, firm, stable, and slip-resistant path for pedestrians cannot be maintained through the work area. At minimum, the Pedestrian Transport Service shall be on-call between the hours of 7:00 a.m. and 8:00 p.m. Monday thru Sunday, and operate at no-cost to the users.
