Highland Water District Request for Proposal for Consulting District Engineer Highland Water District hereby requests appropriate engineering firms, with at least ten (10) years municipal water engineering and planning experience, to represent the district in general engineering requirements to provide a statement of qualifications (SOQ). The SOQ must show their qualifications to provide appropriate engineering consulting services to the District that conform and comply with Washington State RCWs, WACs, and DOH rules and regulations. The SOQ must also show they have a high degree of familiarity with Snohomish County rules and regulations, state and federal rules and regulations involving construction projects as well as a thoroughly based knowledge of obtaining loans and/or grants from the same. The SOQ must also show they can provide general engineering services and advice to the District by a licensed engineering consultant. While the District is not dissatisfied with our current engineering consultants and does not anticipate a change, we are complying with RCW 39.80.040 in advertising for a Statement of Qualifications for Engineers to provide engineering services to the District for 2025. The method of Contractor Selection has not been Determined at this time.
