NTRODUCTION The City of Kinston is seeking CONSULTANT ENGINEERS to provide construction observation services for upcoming infrastructure projects in the City of Kinston. Types of projects are listed in Section III, Scope of Services. BACKGROUND The City of Kinston, North Carolina is located in the central coastal region of eastern North Carolina and is the county seat of Lenoir County. The City provides basic municipal services, which includes street maintenance, water, sewer, electric and garbage services, to a population of approximately 21,000. The City of Kinston Engineering Division is heavily engaged in construction and rehabilitation projects related to water, wastewater, stormwater, and transportation infrastructure. Each utility fund maintains a Capital Improvement Plan showing anticipated projects for at least the next ten years. While projects are prioritized and scheduled based on the best information available, construction of any given project will be dependent on available funds, changes in priority due to emergencies, new customers and other information. PROPOSAL DURATION The results of this RFQ shall be used for a period of three years. The City reserves the right to reject any or all RESPONSES submitted. The City of Kinston reserves the right to retain all responses submitted and use any ideas in a RESPONSE regardless of whether the CONSULTANT submitting that RESPONSE is chosen. Submission of a RESPONSE indicates acceptance by the CONSULTANT of the conditions contained in this Request for Qualifications, unless the CONSULTANT clearly and specifically notes the exception(s) in the response submitted, and confirms the exception(s) in the contract between The City of Kinston and the CONSULTANT selected.
