Site work and paving for a civil project in Ridgeland, South Carolina. Completed plans call for site work for a road / highway; and for paving for a road / highway.

The project, located in Beaufort County, shall consist of milling and paving US 278 from Okatie River Bridge (approx. mile point 2.84) to Hampton Pkwy (3.06). The work shall include, but is not limited to, traffic control, asphalt milling, asphalt paving, striping and traffic signal loop replacement. The project will be constructed utilizing the items listed on the bid tab form in the solicitation. Scope of Work o All work shall be performed and completed in accordance with South Carolina Department of Transportation (hereinafter "SCDOT") Standard Specifications for Highway Construction, 2025, or latest edition, including revisions (hereinafter "Standard Specifications"), the SCDOT Supplemental Specifications in effect at the time of letting, the SCDOT Construction Manual, 2004 Edition (hereinafter "Construction Manual"), the SCDOT Standard Drawings for Roadway Construction, the American Association of the State Highway and Transportation Officials Standard Specifications for Highway Bridges, 17th Edition, 2002 (including the latest interim specifications thereto) and A Policy on Geometric Design of Highways and Streets, 7th Edition, 2018 (the last two hereinafter referred to collectively as "AASHTO"), the Manual on Uniform Traffic Control Devices, 2009 Edition, (hereinafter "MUTCD") or latest version, and all other specifications and special provisions included in the specifications and plans of this document, and any modification which may be recommended and approved by the SCDOT, the County, and the Federal Highway Administration (hereinafter "FHWA"). o All work must confirm with the SCDOT encroachment permit and provisions thereof once issued. o All material certifications and submittals shall be submitted prior to work commencing. o Provide Traffic Control per SCDOT Standard Drawings, specifications, and MUTCD throughout ALL activities. o Provide cleaning and edge preparations for all roads to be resurfaced. Remove clippings from road and shoulder and dispose of off-site immediately. o Restore and/or replace shoulder where necessary due to resurfacing operations. Provide topsoil and seed at areas to restore shoulders flush to pavement. Shoulder restoration is considered incidental and has not been included in bid quantities. o Mill asphalt pavement as required for transitions and tie-ins to all concrete curb/gutter, medians and islands etc. and butt joints to existing asphalt. Milling for tie-ins and joints is considered incidental and has not been included in bid quantities. o Time between milling roadway and asphalt application will not exceed 3 calendar days. o It is the responsibility of the contractor, in the presence of the County's representative, to mark all full depth patch locations. The County's representative shall be present to review and verify field marked full depth patch areas. All questions regarding Post-Award Compliance Efforts should be directed to the Compliance Office vie e-mail at dthomas@bcgov.net or (843) 255-2304 All Bids shall be accompanied by a Bid Bond drawn in favor of the Beaufort County Treasurer of Beaufort County, Beaufort, South Carolina, in the amount of at least five percent (5%) of the bid for the complete work: such Bid Bond representing that the Bidder, if awarded a contract, will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the attorney for Beaufort County, South Carolina. Each bond shall be equal one hundred percent (100%) of the contract amount. A copy of the Bid Bond or Certified Check must be electronically sent with your bid documents through the Procurement Portal, as indicated in the Vendor Questionnaire Section. The original Bid Bond or Certified Check must be received by the Procurement Services Department within 10 days after the bid due date. Failure on the bidder's part to provide a copy of the Bid Bond or Certified Check by the Bid closing date and time will be considered as a non responsive bid and rejected by the County. The Bid Bond shall be forfeited to the County Council of Beaufort County, South Carolina as liquidated damages if the Bidder fails to execute the contract and provide Performance and Payment Bonds within fourteen (14) days after being notified that he has been awarded the Contract. Beaufort County reserves the right to reject all proposals and to waive minor informalities and irregularities. Contract Term 120 Liquidated Damages $1,200 Per Calendar Day The Beaufort County Council reserves the right to reject all Bids and waive any formalities. Any claims for cost incurred by any bidders in preparation of any part of, or total package for this project will not be handled for reimbursement by Beaufort County or their representatives.
