Reference Number 0000370548 The City of Yonkers, NY, seeks proposals from qualified, New York State-licensed engineering consultants to complete flood mitigation studies for three different watershed areas within the City. A flood and drainage analysis of each watershed will be undertaken with the goal to identify potential storm water management improvements and reduce localized flooding during severe weather. The consultant will utilize study data to develop concepts and cost analyses for multiple mitigation options, assist the City to obtain public comments, and advise and assist City officials in selecting at least one mitigation for full design and construction. The flood study projects described in the RFP will be funded in large part through federal grants provided by the U.S Department of Housing and Urban Development. Compliance with the grant agreement template is a requirement of the procurement (please refer to the RFP attachment, "New York State standard form of Community Block Grant Agreement, Ida Program"). All firms responding to this RFP will be expected to comply with the provisions applicable to contractors and subcontractors, with particular attention called to Sections "10(B) Subcontracting" and the participation goals and reporting requirements outlined in Appendix 1. Participation goals have been adopted to ensure the opportunity for meaningful participation of minority and women-owned business enterprises and service-disabled veteran-owned business enterprises in the work to be undertaken by Subrecipient and financed with funds provided by Corporation. These goals are expressed as a percentage of the total value of all work to be performed under the Agreement. These percentages are 15% for minority-owned business enterprises ("MBEs"), 15% for women-owned business enterprises ("WBEs") and 6% for service disabled veteran-owned business enterprises (SDVBE). Subrecipient agrees to make good faith efforts to achieve these participation goals.
