Alexander Island Phase 1&2 Individuals covered by the Americans with Disabilities Act of 1990 in need of accommodations to attend public bid openings or meetings should contact the City Clerk at (386) 668-2040 at least five (5) days prior to the date. This is a Volusia County Echo Grant Funded Project. The Project is Required to Have a Performance and Payment Bond for the Full Project Cost. The City of Debary and Volusia County Must Be Listed on the Bond. The Cost of the Payment and Performance Bond Shall Be Included in the Negotiated Fee. Project Description It is the intent of the city to evaluate the Construction Manager at Risk (CMAR) firm based on their ability to perform both the Phase I improvements and the Phase 2 improvements as there is highly specialized scope of work in Phase 2. The Phase 2 limits of the proposed Alexander Island Park include additional portions of the project that are in process of permitting and are illustrated below. The park elements in Phase 2 include the following: o +/-2,500 SF Classroom building pad and stub outs ONLY o Nature Based Playground pad ONLY o 2-Story Observation Tower o Fishing Pier o Kayak Launch and Kayak Lockers o Boardwalk on the perimeter berm along the St. Johns River o Overlook areas o Trailheads (design intent) o Site Furnishings o Secondary signage and trail markers o Nature trails o Picnic areas o Lighting / Electrical Question Deadline 01/27/2025 The deadline for receipt of written inquiries is by the close of business Monday, January 27, 2025. SCOPE OF WORK Pre-Construction Phase Services Pre-construction services shall include constructability review to identify defects, omissions, and recommendations for alternatives; value engineering for all phases of the project; and the development of a Guaranteed Maximum Price (GMP) for the construction of this project. It is understood that development of the GMP will not occur until the Preconstruction Phase of the work has been completed. The Construction Manager shall provide written constructability analyses of the Project, including items to be addressed with the City Consultants such as accessibility, construction methods, assembly, installation, materials handling, expandability, phasing and other construction phase related activities. a) CMAR prepares Initial Opinion of Probable Construction Cost (IOPCC); b) IOPCC costs are derived from in-house data of actual construction costs of previous and current projects performed by the CMAR, similar in scope, size and nature; c) IOPCC quantity surveys and unit price costs are shared and reviewed with the client and the design team; d) CMAR reviews the plans to offer up suggestions regarding constructability and methods; e) CMAR provides construction timelines; f) CMAR reviews the plans to offer up suggestions regarding value engineering or cost reductions; g) CMAR may participate in public meetings/commission meetings as requested by the client. Construction Phase Services The selected CM firm(s) will function as a General Contractor responsible for publicly bidding trade contracts, all scheduling and coordination of the project, and the successful, timely and economical completion of the project. The selected CM firm(s) will provide construction services and will be responsible for constructing the facility pursuant to a contractually guaranteed maximum price, as described below. Construction Phase: The CM shall become the single point of responsibility for performance of the construction contract for the City. The CM shall function in the role as the general contractor providing all necessary services including but not limited to the following: a) Prepare an overall Construction Management Plan for the project, including a procurement plan with a recommended procurement schedule to coordinate and expedite the procurement of materials and equipment; b) Recommend contracting strategies for the project; c) Competitively bid subcontract work and share the results with the City and its consultants, manage the bidding process with oversight by the City for all the construction work, enter into subcontracts and administer such subcontracts with the understanding that the City has the right to review and reject any subcontractor;
