Every request for such interpretation should be submitted via the Q&A section of the Town's eProcurement Portal before 4:00 pm on Tuesday, January 7, 2025. Safety Implementing worker safety and health protocols that address compliance with all rules, laws and regulations regarding safety and risk of exposure to physical and chemical hazards is the sole responsibility of the Contractor. All employees of the contractor and subcontractors are to wear reflective vests and hard hats at all times when on the project site. Indeterminate Quantities Due to the nature of the contract, all bid quantities are indeterminate quantities; i.e. the quantity cannot be estimated and is based on conditions encountered during construction. The quantity shown in the bid is for bidding purposes only. No adjustment in unit prices will be made based on final quantities. 6.2. Qualifications The Contractor shall submit evidence of their experience in materials testing services. The Contractor shall have a minimum of three (3) years experience in performing the work herein specified. The laboratories must be certified in accordance with the National Voluntary Laboratory Accreditation Program (NAVLAP) standards. 6.3. Methods Analytical methods shall be consistent with State and Federal guidelines and requirements and as published by the American Society of Testing and Materials (ASTM), the American Association of State Highway and Transportation Officials (AASHTO), the American Concrete Institute (ACI), the American National Standards Institute (ANSI) and the American Iron and Steel Institute (AISI). 6.4. Item Descriptions "Concrete Field Inspection" are responsible for sampling the concrete at the point of placement, per the following Standards: Sampling - AASHTO T 141 Slump - ASTM/C143/AASHTO T 119 Temperature - AASHTO T 309 Air Content - ASTM C231/AASHTO T 152 or AASHTO T 196 Making and Curing Concrete Test Specimens in the Field - AASHTO T 23. Project personnel are responsible for filling the cylinder molds, determining air content, temperature, and slump. Cylinders must be immediately placed where they can remain undisturbed for at least 24 hours. "Concrete Cylinders" includes the pickup, curing, compression testing and analytical reporting per the following Standards: Making & Curing Concrete Test Specimens - ASTM C39/AASHTO T22 "Gradation Analysis" includes the on-site collection, analytical testing and reporting of aggregate material, per the following Standards: Sampling - AASHTO T2 Dry Sieve Analysis - ASTM C136/AASHTO T27 Wet Sieve Analysis - AASHTO T11 "Modified Proctor Test" includes the on-site sampling, analytical testing for maximum density and optimum moisture content and reporting of aggregate material, per the following Standards: Sampling - AASHTO T2 Moisture Density Relationship - ASTM D1557/AASHTO T180. "Hardness and Soundness Test" includes the on-site sampling, analytical testing for hardness and soundness and reporting of aggregate material, per the following Standards: Sampling - AASHTO T2 Degradation Resistance of Aggregate - AASHTO T96 Soundness of Aggregate - AASHTO T104 "In Place Soil Density" includes the on-site inspection of fill and compaction, including field density testing, per the following Standards: In Place Density & Moisture Results - ASTM D6938/AASHTO T310 "Asphalt Coring - Primary" includes pick up of samples, performing the following tests, and provide proper test reports for acceptance, per the following Standards: Pavement thickness - ASTM D3549 Theoretic Max Specific Gravity & Density - ASTM D2041/AASHTO T209/AASHTO T331 "Asphalt Coring - Secondary" includes additional testing, if Engineer warrants, from Primary samples, includes pick up of samples, performing the following tests, and provide proper test reports for acceptance, per the following Standards:2 tests (ASTM D2726, AASHTO T283), reporting. Asphalt Content - ASTM D6307/AASHTO T308 Sieve Analysis - ASTM _D5444/AASHTO T30 Tensile Strength Ratio - ASTM D4867/AASHTO T283 "Special Inspection" of the type specified includes the on-site inspection by a field technician or professional engineer of specialty items not covered by other materials testing items included in this bid. 6.5. Pickup and Delivery "Field Inspection" of the type specified, "Special Inspection" of the type specified, "Gradation Analysis", "Modified Proctor Test", "Hardness and Soundness Test" and "In Place Soil Density" shall include travel to and from the construction site in the Town of Manchester. "Concrete Cylinders" shall include the pickup of cylinders at a designated location in the Town of Manchester. All items shall include all travel costs associated with transport of samples to the laboratory. 6.6. Laboratory Turnaround The Contractor shall provide certified written analytical reports within five (5) working days from the date of receipt of the sample(s). 6.7. Deliverables The Contractor shall provide one hard copy report for each sample. The report shall contain the following information at a minimum: Project Number Project Location Sample Description Sample Results Date Sample Received Date Tested Date Sample Analyzed Analytical Summary of Testing Method 6.8. Measurement "Concrete Cylinders" will be measured for payment by each cylinder. Typically, a set of four cylinders will be ordered at a time. "Gradation Analysis", "Modified Proctor Test", "Hardness and Soundness Test" and "Aggregate Gradation" will be measured for payment each by the number of samples tested. "Field Inspection" of the type specified; "Windsor Penetrometer"; "In Place Soil Density" and "Special Inspection" of the type specified will be measured for payment by either the half day or full day. "Half Day" is defined as a four hour increment and "Full Day" is defined as an eight (8) hour increment. "Asphalt Coring - Primary & Secondary" will be measured for payment by each core extracted & tested from project site. Random sampling will depend on size of site and done in accordance with CTDOT Form 817 and Materials Testing Lab. Travel and delivery costs; equipment; laboratory fees and other incidental work will not be measured for payment; its costs shall be considered included in each item. Hours worked in excess of 8 hours in one shift will be paid at one and one-half times the bid unit price for "Full Day" of the type of inspection. 6.9. Payment "Concrete Cylinders" will be paid for at the contract unit price per cylinder, which price constitutes full compensation for all labor, equipment, tools, supplies, materials, handling, transporting, disposal and work incidental and necessary to complete the testing, all in accordance with the provisions of these Specifications. "Gradation Analysis", "Modified Proctor Test", "Hardness and Soundness Test" and "Aggregate Gradation" will be paid for at the contract unit price each, which price constitutes full compensation for all labor, equipment, tools, supplies, materials, handling, transporting, disposal and work incidental and necessary to complete the testing, all in accordance with the provisions of these Specifications. "Field Inspection" of the type specified; "Windsor Penetrometer"; "In Place Soil Density" and "Special Inspection" of the type specified will be paid for at the contract unit price per half day or full day, which price constitutes full compensation for all labor, equipment, tools, supplies, materials, handling, transporting, disposal and work incidental and necessary to complete the testing, all in accordance with the provisions of these Specifications. "Asphalt Coring - Primary & Secondary" will be paid for at the contract unit price per core, which price constitutes full compensation for all labor, equipment, tools, supplies, materials, handling, transporting, disposal and work incidental and necessary to complete the testing, all in accordance with the provisions of these Specifications. Travel and delivery costs; equipment; laboratory fees and other incidental work will not be paid for separately; its costs shall be considered included in each item. 6.10. Contract Term The term of the contract shall be from April 1, 2025 up to and including December 31, 2025. Prices must be held firm during each contract term. The contractor shall not transfer, sublet, or assign the contract by Power of Attorney or otherwise to any person, firm, or corporation, or in any way vary the terms of the contract without written permission from the Town. The Town has the right to terminate with a thirty (30) day written notice to the contractor. The Town reserves the right to terminate the contract at any time during the contract period. Such termination shall be effective immediately after giving written notice to the contractor that the Town is terminating the contract.
