Site work for a civil project in Rio Grande City, Texas. Completed plans call for site work for a water / sewer project.

Bid opening is change from 1/16/2025 to 1/30/2025. Envelopes must be clearly marked: City of Rio Grande City Attn: City Secretary Wastewater Treatment Plant Expansion Project COMPLETION OF WORK: The WORK must be substantially completed within 610 calendar days after the commencement date stated in the Notice to Proceed. The WORK must be totally complete and ready for final payment within 690 calendar days after the commencement date stated in the Notice to Proceed. DESCRIPTION OF WORK: The WORK is to construct new facilities at the existing wastewater treatment plant to expand the plant's capacity from 1.50 MGD to 1.94 MGD. The WORK includes upgrading some existing facilities, repurposing some existing facilities, expanding some existing facilities, and constructing some new facilities. Specifically, current planning primarily includes the following components. o Construct a new plant lift station with three pumps equipped with variable frequency drives. o Upgrade the existing carrousel basin to have a 1.94 MGD capacity. The basin has sufficient volume for the capacity increase, but the mechanical aerators will need to be changed from 100 horsepower to 150 horsepower. o Construct two new 68' diameter final clarifiers. o Construct a new RAS/WAS pump station. The station will have three (3) RAS pumps and two (2) WAS pumps. All of the pumps will be equipped with variable frequency drives. o Expand the existing chlorine contact basin to provide sufficient volume to meet a required 20-minute detention time at peak flow. As part of the chlorine contact basin improvements, construct a new non-potable water system pump for the plant. o Make improvements to the existing chlorination facilities to meet TCEQ facility and safety requirements. o Make improvements to the Parshall Flume to provide for continuous totalized flow readings on the plant effluent. o Repurpose the existing final clarifiers to sludge holding tanks. Towards this effort blower will need to be constructed to provide air to the diffuser that will be installed into the tanks. o Construct a new sludge transfer pump station to pump sludge from the holding tanks to the proposed new belt filter press. o Construct a new 1.0-meter belt filter press. Also, construct two (2) small conventional drying beds to provide backup for an event when the 1.0-meter belt filter press might be down for maintenance. o Site improvements will be made including asphalt and concrete pavement as well as site drainage. o The project will also include all of the related piping, valves, electrical, instrumentation, and other miscellaneous work for a complete functional project. SITE OF WORK: The site of the WORK is located at the Rio Grande City WWTP site on the southeast corner of Fort Ringgold in Rio Grande City, Texas . OBTAINING BID DOCUMENTS: The Bid Documents are entitled City of Rio Grande City, Wastewater Treatment Plant Expansion Project. The scale of the reduced drawings is about one-half of the original scale. Plans and specifications may be reviewed at Rio Grande Valley branches at the office of Melden & Hunt, Inc. The geotechnical report for the project is included in the Contract Documents and is also available for review at the office of Melden & Hunt, Inc. BID SECURITY: Each Bid shall be accompanied by a certified cashier's check or Bid Bond in the amount of 5 percent of the Total Bid Price payable to the City of Rio Grande City, as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement. If a bid bond is provided, the contractor shall utilize a surety company which is authorized to do business in Texas in accordance with Surety Bonds and Related Instruments, Chapter 3503 of the Insurance Code. A bid shall not be considered unless one of the forms of Bidder's security is enclosed with it. A performance bond on the part of the contractor for one-hundred percent (100%) of the contract price will be required. A "performance bond" is one executed in connection with a contract to secure fulfillment of all the contractor's obligations under such contract. A payment bond on the part of the contractor for one-hundred percent (100%) of the contract price will be required. A "payment bond" is one executed in connection with a contract to assure payment, as required by law, of all persons supplying labor and material in execution of the work provided for in the contract documents. BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for a period of 90 calendar days from the date of bid opening. Detailed technical questions are to be submitted in writing and technical questions will be answered, if warranted, by addenda later. Oral statements may not be relied upon and will not be binding or legally effective. PROJECT FUNDING: Any contract awarded under this Invitation for Bid is expected to be funded in part by a combination grant/loan from the Texas Water Development Board. Neither the U.S. Environmental Protection Agency (EPA) or the State of Texas, nor any of its departments, agencies, or employees are or will be a party to this Invitation for Bids or any resulting contract. This contract is contingent upon release of funds from the Texas Water Development Board. DISADVANTAGED BUSINESS ENTERPRISE GOALS: The Texas Water Development Board's (TWDB) Clean Water and Drinking Water State Revolving Fund programs receive federal funding from the U.S. EPA. As a condition of federal grant awards, U.S. EPA regulations require that funding recipients (municipalities, towns, public water authorities, nonprofit water supply corporations, etc.) and subrecipients (prime consultants, prime contractors, and subcontractors) make a "good faith effort" to award a fair share of work to Disadvantaged Business Enterprises (DBE) who are Minority Business Enterprises (MBE's), and Women-owned Business Enterprises (WBE's) whenever procuring Construction and Non-Construction (supplies, services and equipment). More information on DBE requirements is available in the TWDB Supplemental Contract Conditions of this Project Manual under guidance No. 16 Disadvantaged Business Enterprises. The most current fair share goals for the State of Texas are located on the TWDB website. In the award and administration of contracts awarded under TWDB financial assistance agreements, failure by the Contractor to carry out these requirements is a material breach, which may result in the termination of the awarded financial assistance. DEBARMENT AND SUSPENSION CERTIFICATION: This contract is subject to the federal requirements of Subpart C of 2 CFR Part 180 and Part 1532 regarding Debarment and Suspension. The Contractor will comply with the assurances provided with the bid that leads to a contract. WAGE RATE REQUIREMENTS: The Davis-Bacon prevailing wage requirements apply to the construction of this project. Contracts and subcontracts must include provisions of the Davis-Bacon Wage Rate Requirement. Contractors and Subcontractors must also, under the provisions of the Contract Work Hours and Safety Standards Act, as amended, pay laborers and mechanics, including guards and watchmen, at least one and one-half times their regular rate of pay for all hours worked over 40 in a workweek. The Fair Labor Standards Act may also apply to Davis-Bacon covered contracts. The U.S. Department of Labor (DOL) wage determination is included in the contract documents in Section 00800. For additional information on Davis-Bacon Wage Rate Requirements and its applicability to this contract, please consult TWDB Guidance No. DB-0156. AMERICAN IRON AND STEEL REQUIREMENTS: This project is subject to the American Iron and Steel (AIS) requirements of Section 608 of the Federal Water Pollution Control Act (33 U.S.C. 1388). All iron and steel products for construction, alteration, maintenance, or repairs incorporated in these plans must be produced in the United States.
