Site work for a mixed-use development in New Haven, Connecticut. Completed plans call for site work for a road / highway; and sidewalk / parking lot.

The City of New Haven is seeking a qualified contractor to convert the presently one-way traffic-flow Chapel Street between College Street and York Street into a two-way street according to prepared design plans and specifications attached herein. This project segment of one-way to two-way conversion along Chapel Street is "Phase I" of a larger Chapel Street conversion project, which will be completed under future phases. This conversion initiative under Phase I involves several key modifications, including but not limited to a new mast arm, a new pedestrian pedestal, new signal heads, upgrading pedestrian equipment including APS push buttons, implementation of concurrent and Leading Pedestrian Interval (LPI) pedestrian phasing, signal timing adjustments, new signage, and pavement marking restriping. The design of ADA sidewalk ramps is excluded for all intersections under this scope of work. Every request for such an interpretation shall be made in writing via electronically This work shall consist of furnishing, placing, maintaining, and removing sedimentation control systems at catch basins as shown on the plans and as directed by the Engineer. Maintaining shall include the cleanout and proper disposal of accumulated sediment. This work shall consist of removing and resetting or adjusting existing Granite Stone Curbing disturbed during construction in the existing locations or as ordered by the Engineer. This work shall consist of removing and resetting or adjusting existing Granite Curved Stone curbing disturbed during construction in the existing locations or as ordered by the Engineer. Work under this item shall consist of reconstructing and restoring bluestone pavers at the location of a pedestal pole foundation to be removed and converted to a handhole at the southwest corner of Chapel Street and College Street intersection, locations shown on the plans or as directed by the Engineer in conformance with these specifications. Under this item the Contractor shall provide the services of Trafficpersons of the type and number, and for such periods, asthe Engineer approvesfor the control and direction of vehicular traffic and pedestrians. Traffic persons requested solely for the contractor's operational needs will not be approved for payment. The contractor shall perform a 3-point fall-of-potential ground resistance test at each Traffic Signal Controller cabinet foundation and provide corrective action when required. Work under this item shall consist of designing, fabricating, and installing a mast arm assembly to carry traffic appurtenances (such as traffic signals, signs, antenna, etc.) of the type specified, on a prepared foundation, in accordance with the details shown on the plans, in accordance with these specifications and as ordered by the Engineer. This item shall consist of furnishing and installing a Countdown LED pedestrian signal at locations shown on the plans or as indicated by the Engineer in conformity with these specifications. The pedestrian signal shall be of the type specified. The System shall be backward compatible with the Polara Navigator 4-wire system. The System shall consist of a Control Board and Pedestrian Push Button Stations, as described below, and a handheld infrared device for programming the system settings. The System shall be manufactured by an ISO 9001:2008 registered company. iDETECT FEATURES o iDetect: inconspicuous radar switch, detects movement within 20" Default setting is 1"-4"; adjustable o iDetect: hygenic and accessible activation option o iDetect: vandal resistant; unimpeded by fog, ice, paint, paper, smoke o iDetect: wave time sensitivity adjustment - 0ms, 50ms, 250ms, 500ms iNS2 / 2-WIRE FEATURES o Operates over a single pair of wires - uses existing button wires o All PBS wired in parallel, individually assignable to any phase o 16 buttons can operate on a single iCCU (dependent on power requirements and wire runs) o Central & Remote Communication via Ethernet or Wireless (Wi-Fi & Bluetooth). SNMP (email alerts) & SNTP o Preemption message broadcasting o All sounds are synchronized o Extended Push Priority: mutes all but selected crosswalk, capable o False walk detection: four independent checks This item shall consist of modifying the existing traffic controller assembly to provide the revised operation as shown on the plans or as directed by the Engineer. The modification shall include revisions to the timing and sequence, cabinet wiring, coordination, pre-emption, field wiring and cabinet wiring diagrams. This item shall consist of the successful integration of work performed under this contract with the existing system. This item shall include integration of modified existing controller timing into the Traffic Operation Center ATMS.now. This item shall include all required creations, additions and modifications to the graphics subsystem, database, intersection graphics, the communication status, necessary to complete the integration of all traffic signals into the City of New Haven System. The Contractor shall be responsible for documenting, labelling, and AS-Built plan for all new wires entering the existing cabinet. Additionally, document approved changes to the terminations thereof. Remove the existing traffic signal equipment at the intersection of Chapel Street and College Street. Restore the affected area indicated on the plan. The Contractor to remove existing pedestrian push buttons and signs under this item. Included under this item shall also be the rotation of the Northwest Mast-Arm (Mast-Arm P) as shown on drawing TCS-01 of the plans at the intersection of Chapel Street and York Street. This item shall consist of furnishing, installing, maintaining, relocating and removing temporary traffic signal equipment and all necessary hardware as ordered and in conformance with the plans and applicable specifications. Under this work the Contractor shall furnish and apply thermoplastic reflectorized pavement markings at the location and in accordance with the patterns indicated on the plans, or as directed by the Engineer, and in accordance with these specifications. The thermoplastic pavement marking compound shall be extruded in a molten state on a primed pavement surface. Following surface application of glass beads and upon cooling to normal pavement temperatures, the resultant marking shall be an adherent reflectorized stripe of the specified thickness and width that is capable of resisting deformation by traffic.
