Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Each bidder must be a registered plan holder with ms consultants, inc. to be eligible to submit a bid for this project. Bids for the above-described work must be submitted on blanks furnished in the Bid Submittal Document. Bid Submittal Document must be submitted as one original and one copy. The Authority intends on awarding contracts to the two lowest bidders. All bids must be accompanied by a Bid Bond, made payable to Wilkinsburg-Penn Joint Water Authority, Allegheny County, Pennsylvania. (1) A bond for ten percent (10%) of the full amount of the bid, or (2) A certified check, cashier's check, or letter of credit, in an amount not less than ten percent (10%) of the total bid amount. This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with Federal Executive Orders 11246 and 12898. Additional requirements include compliance with Title VI of Civil Rights Act of 1964, Age Discrimination Act, November 28, 1975, Rehabilitation Act of 1973, Americans with Disabilities Act of 1990, Section 13 of the Federal Water Pollution Control Act Amendments of 1972, Title IX of the Education Amendments of 1972, and Steel Products Procurement Act, March 3, 1978, and/or current revisions and amendments of the acts. The project is being funded by PENNVEST. All bidders will be required to comply with all requirements of the American Iron and Steel Act (AIS) and Build American Buy American Act (BABA). Compliance is required with the Federal Davis Bacon Wage Rates. All contractors and subcontractors working on this project will be required to comply with the Pennsylvania Human Relation Act No. 222. The Non-Collusion Affidavit of Prime Bidders must be completed and submitted with all bids. All bids must be identified by marking sealed envelope - Contract No. 24-007: Lead Service Line Replacements - Phase 3. The Owner reserves the right to accept or reject any, or all, bids and to waive any informalities within the bids received.
