Site work for a civil project in Lebanon, Indiana. Completed plans call for site work for a water / sewer project.

Wholesale Water Supply Program - Phase 1 Development Services In accordance with IC 5-23-5, the Lebanon Utilities invites any and all qualified parties to submit Proposals including a Statement of Qualifications to collaborate during design development and construction drawing preparation to develop, construct, operate, and maintain improvements to its Water System. At the sole discretion of the Owner these improvements may be constructed in phases by one or more Developers. The selection of a Developer or Developers may apply to both the initial phase and future phases of the BOT Program. Phases of the program may include, but not be limited to construction of large diameter water transmission lines, a 2-million-gallon ground storage tank, booster station, and a 2-milliongallon elevated storage tank. Additional details of the program are provided in the Guidance Document. Lebanon Utilities will form a committee to review the proposals received. The criteria which will be utilized in evaluating proposals is as follows: - Company Background & Qualifications (10 points) - References (10 points) - Technical Approach (30 points) - Project Implementation including Developer's Involvement, Project Management, and General Construction Subcontractor and Other Subcontractor Involvement (25 points) - Financial Approach (25 points) Please respond to the following requests: Contact Owner's representative via email to obtain the Guidance Document that outlines additional pertinent project information. Identify at least three (3) similar projects you have constructed. Include names, telephone numbers and addresses to be used as reference relative to the listed projects. A proposed schedule for the project, including proposed dates to close on financing, to start and complete construction, and to convey the structures to Lebanon Utilities or its assigns. A description of the project team including the project lead, management team and construction team. The scoping process may have a duration of two to three months. Please identify fees, if any, that may be requested during this process. It should be understood that: Lebanon Utilities reserves the right to reject any and all Proposals at its sole discretion. Lebanon Utilities does not require the offeror to submit a certified check or other evidence of financial responsibility with the proposal. All offerors will be accorded fair and equal treatment with respect to any opportunity for discussion and revision of proposals. Lebanon Utilities may enter into discussions with the offerors for the purpose of clarification to assure full understanding of and responsiveness to the solicitation requirements. Lebanon Utilities may refuse to disclose the contents of the Proposals during discussions with eligible offerors. Proposing firms shall not contact Lebanon Utilities Service Board Members or any staff member or official of Lebanon Utilities or the City of Lebanon regarding the project or RFP. All correspondence and questions for this RFP should be handled through the Owner's Representative. The Owner's Representative for this project is: John Lightner, Butler Fairman & Seufert 330-807-0536 / jlightner@bfsengr.com - Lebanon Utilities reserves the right to enter into a Scoping Agreement with an offeror for preliminary design collaboration services prior to the Lebanon Utilities agreeing to move forward with the project. After the Scoping Period, the Lebanon Utilities shall either make a recommendation to award the public private agreement to an offeror, engage another proposer, or shall terminate the request for proposals process. - If a recommendation to award the public-private agreement is made to the Lebanon Utilities, the Lebanon Utilities will schedule a public hearing on the recommendation and publish notice of the public hearing at least seven days in advance and in accordance with Indiana Code 5-3-1 and 5-23-5-9. The Lebanon Utilities will follow all other procedures and regulations as written in Indiana Code 5-23-5 et seq. which are not otherwise expressly written herein. -
