Bids will be irrevocable for 90 days from the bid date. Bidder may withdraw after 90 days without penalty if no mutual agreement can be reached. Bids submitted early may be modified or withdrawn by notice to the City of Weslaco at the place and prior to the time designated for receipt of Bids. Such notice shall be in writing over the signature of the Bidder and shall be so worded as not to reveal the amount of the original Bid. The Work shall be performed within 540 calendar days from the date established in the Notice to Proceed. Contract is for 540 calendar days. The work is to be performed only during weekdays 8:00 AM to 5:00 PM (Monday to Friday). Work of the Project consists of 1. For the Base Bid, the construction scope is the following: a. Demolition of the east outfall on the west side of Airport Drive. This includes but not limited to the metal guard rail, concrete rip rap, and headwall. b. Extension of the one (1) existing 6ft by 6ft box under Airport Drive westward towards the new proposed outfall location. This will include concrete riprap, headwall, metal guard rails, chain-link fence and regrading. c. Construction of the west outfall from the new multi-boxes. This will include a concrete headwall and regrading. d. Construction of two (2) 8ft by 6ft reinforced concrete boxes along Agostadero Street from the new outfall location westward under Paseo Del Norte Road and Bridge Avenue and ultimately connecting to the existing infrastructure at the intersection of Agostadero and Sinclair. This includes picking up proposed and existing storm and construction of two (2) junction boxes along Bridge Avenue. e. Construction of several combination inlets along Agostadero Street at low points and at grade. f. Construction of a sewer main along Bridge Avenue and Agostadero Street, in between Bridge Avenue and Sinclair Avenue. This includes several manholes, 150 PSI pressure rated pipe at utility crossings that cannot meet TCEQ clearance requirements and the use of bypass pumping. The existing line is a main trunk line to the existing lift station west of Texas Blvd. g. Construction of the water main along Bridge Avenue and Agostadero Street. This included but not limited to picking up existing services along Agostadero Street and providing a temporary line for continue service throughout construction to adjacent residents. h. Construction traffic control signed, and sealed plans must be provided by the Contractor. i. Coordination with local franchise utility companies for any necessary relocations needed for construction activities. j. Use of erosion control devices throughout the site.
