The City of West Haven, Connecticut, is seeking proposals from qualified Planning Consultants to provide professional planning assistance in updating the City's Plan of Conservation and Development (POCD). The selected consultant will collaborate with City Planning Staff, Economic Development Staff, and the Planning and Zoning Commission to identify the City's challenges, opportunities, and future priorities for land use and development This update will build on the City's existing 2017 POCD, which remains largely relevant, while addressing new economic, demographic, and statutory changes. The City of West Haven's current POCD was adopted in 2017 as a comprehensive guide for land use, conservation, and development within the City. However, updates are needed to address the following: Evolving market and economic trends. Recent statutory and regulatory requirements. New demographic, environmental, and economic data. ANTICIPATED SCOPE OF WORK The project scope includes, but is not limited to, the following components: 1. Identification of Needs o Assess the key issues, needs, and priorities to be addressed in the POCD. 2. Community Engagement and Stakeholder Involvement o Develop a public outreach strategy to involve residents, businesses, and stakeholders. o Facilitate workshops, public meetings, surveys, and utilize online engagement tools. 3. Data Collection and Analysis o Gather and analyze demographic, economic, environmental, and land use data. o Identify trends and changes since the 2017 POCD. 4. Review Existing Plans and Regulations o Evaluate local and regional plans, zoning regulations, and relevant policies. 5. POCD Effectiveness Assessment o Assess the current POCDs progress in achieving its goals and objectives. 6. Vision and Goal Setting o Work collaboratively with City officials, stakeholders, and residents to define a vision, goals, and priorities for the updated POCD. 7. Formulation of Proposed Changes o Propose updates to the POCD, including land use plans, conservation priorities, economic development strategies, and infrastructure planning. 8. Review and Revision o Present the draft POCD to the public through community meetings and online platforms. o Revise the draft based on feedback from the public, stakeholders, and the Planning and Zoning Commission. 9. Production of Final Plan and Adoption o Finalize the POCD for approval and adoption. o Assist with the formal adoption process as required. The consultant shall provide the following deliverables: 1. Presentation Materials o Materials for public meetings, workshops, and hearings (slides, handouts, surveys, etc.). 2. Draft Documents o Editable digital copies of all preliminary drafts for review and feedback. 3. Final Plan o An editable digital copy and a PDF version of the Final POCD document. o Maps, illustrations, and any supporting materials necessary for implementation. All questions regarding this RFP must be submitted in writing to Kathy Chambers, Sr Buyer, Procurement Analyst via email kchambers@westhaven-ct.gov 01/03/2025 at 12:00 PM ET The City will not honor a request for a solicitation correction or clarification, if the request is made less than sever (7) calendar days, prior to the date of the bid opening. The City may reject bid forms that are illegible or that contain omissions, alterations, additions, or items not called for by this solicitation. The City will reject bids that are submitted: Without a complete bid forms package, including authorized signature; or Using a bid page other than the one that was included in the solicitation package. The City may reject a bid, if the Bidders historical performance, in the Citys sole opinion, has been unsatisfactory in any manner or if the Bidder has habitually or otherwise, disregarded its obligations to subcontractors, suppliers, or employees. With three (3) days of the published date for a bid opening, the City will not issue solicitation addenda, except if it needs to extend the date of the bid opening. The method of Contractor Selection has not been Determined at this time.
