Site work and renovation of a water / sewer project in Richlands, North Carolina. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The Bidder shall provide all labor, equipment, and materials necessary to permanently install an existing portable generator with a new remote fuel supply tank and concrete pad at ONWASA's Black Creek Well #1. All work is to be performed at the Black Creek Well #1, 2620 Catherine Lake Rd, Richlands NC 28574 Any questions pertaining to the Scope of Work or the ONWASA Specifications should go to Seth Brown, Treatment Facilities Administrator, via email at sbrown@onwasa.com. As time is of the essence in completing this project, after receiving a written Notice to Proceed from ONWASA all work on the project shall be completed within sixty (60) consecutive calendar days This RFB and all Bidder responses are considered public information after the project is awarded, except for trade secrets specifically identified in writing by the Bidder, which will be handled according to the North Carolina State Statute or other laws The Contractor shall at all times during the continuance of the Project work, with such resources as are sufficient to complete the work within the time specified. The Contractor must have the ability to bring in additional equipment as necessary, should any onsite equipment require repairs that extend beyond five (5) calendar days. Bidder shall warranty all work for no less than (90) days for workmanship and the full manufacturer warranty period on materials The Bidder shall provide all labor, equipment, and materials necessary to permanently install an existing portable generator with a new remote fuel supply tank and concrete pad at ONWASA's Black Creek Well #1. All work is to be performed at the Black Creek Well #1, 2620 Catherine Lake Rd, Richlands NC 28574. For the purpose of preparing a proposal, the existing generator at this location is a Kohler Model 200REOZP rated at 200 kW and it is currently mounted on a trailer at the site. Purchase of a new generator is NOT part of this Scope of Work and should not be included in the Contractor's cost proposal. The Contractor shall also utilize the existing automatic transfer switch at this location. All materials and work on this project shall conform to the ONWASA Standard Specifications 03 11 13 Cast-In-Place Concrete (Exhibit 5, attached), along with the following requirements: GENERAL REQUIREMENTS a. Work shall be performed in accordance with all applicable State and Local Codes and regulations governing this project. b. Contractor will be responsible for securing and paying for all regulatory permits and/or inspections required. c. Entrance to the installation site is restricted; work schedules must be coordinated with ONWASA to ensure access. d. The Contractor shall conduct operations in such a manner as to avoid damage to well site facilities (controls, building, security gate and fencing, etc.). Any such damage shall be repaired by the contractor at no additional cost to ONWASA. 2. CONSTRUCT NEW MOUNTING PADS a. Provide steel-reinforced, cast-in-place concrete mounting pads for both the generator and fuel tank; dimensions shall be based on the footprint and weight of the generator and 1000-gallon remote fuel tank (when filled with fuel). b. Contractor may provide a single pad for both the generator and fuel tank if permitted by State/Local Codes. c. Proposed pad location(s) shall be marked in the field for review/approval by ONWASA prior to construction. d. The proposed location shall allow a four-foot (4') minimum clearance between the existing fence and the generator installation site. e. Contractor will be responsible for any ground leveling required before forming up the concrete pads. 3. INSTALL NEW FUEL SUPPLY TANK a. Contractor shall furnish and install a new 1000-gallon base-mounted double wall fuel tank on the concrete pad. b. Contractor shall furnish and install a new fuel pick-up line, fuel return line, and all other components necessary to provide a fully functional system. c. Tank dimensions shall not allow the installed height to exceed five feet (5') from the finished grade to the top of the fuel tank. d. Tank shall be shop fabricated and capable of mounting to a concrete slab. e. Tank exterior shall be fully coated to prohibit corrosion and include three-inch (3") high lettering labeled COMBUSTIBLE-KEEP FIRE AWAY. f. Tank shall be fitted with a two-inch (2") diameter filler neck with a lockable screw-on cap. g. Tank shall include a visible float-type fuel level indicator gauge. h. Fuel line pick up and return shall include threaded connections that are non-corrosive and approved for this application. i. j. Exposed fuel pick-up line and return shall be securely mounted to the concrete slab with a non-corrosive mounting system suitable for this application and shall be painted safety yellow. Manufacturer's specifications (cut sheets) for the proposed tank shall be submitted to ONWASA for review and approval before purchase. k. Mounting to the concrete pad shall be performed in accordance with the tank manufacturer's requirements. l. ONWASA will fill the tank with fuel once installed for acceptance testing (see Item 6). 4. MOUNT EXISTING GENERATOR TO CONCRETE PAD a. Contractor shall remove the existing generator from the trailer: trailer shall remain the property of ONWASA. b. Contractor shall properly secure all the fuel lines and holes that are on the existing fuel tank/trailer. c. Mount fuel tank to concrete pad in accordance with the manufacturer's recommendations and provide vibration isolation pads. d. Existing generator shall be mounted to the concrete slab in a manner that will provide access with a 7-quart (13" high) drain pan under the oil filter location. 5. CONNECT GENERATOR TO EXISTING ELECTRICAL SERVICE AND ATS a. Provide all labor and materials necessary to connect the generator/fuel tank combination to the existing electrical service, existing ATS, and control systems, in accordance with the current edition of the NC Electrical Code and all other applicable regulatory requirements. b. The existing Appleton receptacle shall remain operational in the event the pad-mounted generators fail, and a mobile generator needs to be used. c. The existing commercial power disconnect switch shall be wired to allow the ATS to transfer to generator power when switched to the off position. d. Work shall include connection of block heater and battery charger wiring, termination of wiring for generator run status at the existing SCADA control panel, installation of conduit, buried conduit, junction boxes, and all other connections necessary to make a fully operational emergency power system. e. The block heater shall be mounted off the concrete pad and free of standing water. f. Contractor shall provide and install a buried 120V circuit for the block heater and onboard battery charger. The contractor will tie into the existing breaker panel that is in the pump room. This circuit shall include a circuit breaker that is rated for the load. g. Contractor shall provide all labor and materials necessary to connect the generator run status wiring to the analog input inside the RTU panel. The Contractor will be responsible for the hardware to expand the Remote Terminal Unit, the wiring, and SCADA programming of the generator run status. SCADA programming will consist of viewing the generator run status (off or running) on the SCADA pop-up for this site. Coordination and approval with ONWASA's IT Department is required for SCADA programming access. 6. CONDUCT GENERATOR START-UP AND TESTING a. Contractor shall conduct start-up demonstration/training for ONWASA staff prior to final acceptance of the work, including verification that the automatic transfer switch operates correctly under loss of commercial power supply and that the connection to the ONWASA SCADA system is functioning properly.
