The project is expected to be awarded on March 3, 2025 .** This phase of the project involves the renovation and construction of approximately 3,000 linear feet of an existing perimeter trail located within the wood area between Boyce Mayview Park and Morton Field Complex in the Township of Upper St. Clair. The project was split into two (2) phases with Phase 1 construction completed in fall 2024 and Phase 2 construction anticipated in Spring/Summer 2025. Alternate No. 1 Bid This alternate bid item involves the deduction for the binder course (Base Bid Item 13) and wearing course (Base Bid Item 14) from the Base Bid amount and placement of 3" 19mm Binder Course for the 10-foot wide bituminous walking trail, complete in place. The Base Bid includes, but not limited to, clearing and grubbing; removal of the existing culverts and pedestrian bridge; removal of the existing aggregate and subbase; topsoil striping, stockpiling and placement; unclassified bulk excavation; purchase and placement of bituminous and aggregate material for a 10-foot wide walking trail; multiple cross culvert storm sewer installation; multiple vegetated diversion and interceptor channel installation; placement, maintenance, and removal of erosion and sedimentation control measures; and associated site restoration, complete in place. Bids to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Township of Upper St. Clair in an amount equal to ten percent (10%) of the total amount of the Bid as a guarantee that, if the Bid is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract. Contracts are subject to prevailing wage requirements. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workers' Compensation, must be filed with the executed Agreement. In accordance with Chapter 25 of the Township Code, all bidders (not previously pre-qualified for 2025) must be Township of Upper St. Clair pre-qualified by calling Debbi Yelich @ 412.831.9000 x 2170. The deadline for pre-qualification is Monday, February 3, 2025 by 3:30 P.M. If more time is necessary for the ascertainment of the lowest responsible bidder, the Township reserves the right to award the contract at a later date, but not exceeding sixty (60) days from the date bids were submitted, and such date will be publicly announced immediately after the bids are opened. The Township reserves the right to reject any or all bids and to waive any technicality or formality therein.
