Site work and new construction of an educational facility in Huntington, West Virginia. Completed plans call for the construction of a 78,000-square-foot educational facility; and for site work for a educational facility.

Work includes the construction of a new four-story, 73,000 gsf building with one mezzanine that features a 200-occupant conference center, specialty classrooms (labs), a training Secure Operations Center (SOC), and academic and administrative staff offices for the Institute for Cyber Security. The project will be located on the northwest corner of Hal Greer Boulevard and 4th Avenue, across from the west entry gate to the main campus. P. J. Dick Incorporated (PJD), has been awarded the new Institute for Cybersecurity project for Marshall University located in Huntington, West Virginia, and we are seeking competitive bids from invited subcontractors for the following packages: 03A - Cast-In-Place Concrete 03B - Precast Concrete 03D - Polished Concrete Finishing 04A - Masonry 05A - Structural Steel 05B - Miscellaneous Metals 06B - Millwork & Finish Carpentry 07A - Waterproofing 07B - Spray Insulation 07C - Membrane Roofing 07D - Metal Wall Panels 08A - Doors, Frames and Hardware 08C - Overhead / Rolling Doors & Grilles 08D - Entrances, Storefronts & Curtain Walls 09A - GWB Assemblies/General Trades/Fireproofing 09B - Tiling 09C - Wood Flooring 09D - Access Flooring 09E - Carpet & Resilient Flooring 09F - Acoustical Wall Panels 09H - Painting 10A - Information Specialties 10B - Toilet Compartments & Accessories 10D - Storage Specialties 10E - Fire Extinguishers and Cabinets 12A - Window Treatments 12B - Manufactured Casework 14A - Elevators 21A - Fire Suppression 22B - Plumbing 23A - Heating, Ventilating & Air Conditioning 26A - Electrical 31A - Earthwork & Site Utilities 31B - Deep Foundations 32A - Asphalt Paving 32C - Landscaping. Bid Bonds are NOT required. This Project may be enrolled in PJD's Subcontractor Default Insurance Program (SDI). PJD may elect to enroll selected Subcontractor in the SDI Program in lieu of requiring Performance and Labor and Material Payment Bonds. The cost for bonds shall be excluded from the base bid and included as an add alternate on the Bid Form. In the event that Contractor elects to not enroll Subcontractor in the SDI Program, Performance and Labor and Material Payment Bonds shall be submitted on ConsensusDocs 706 and 707. PJD has implemented a formal Subcontractor Pre-Qualification Program. Upon request, bidders shall participate in PJD's Subcontractor Pre-Qualification Program and provide pre-qualification and financial information necessary for evaluation. The successful bidder shall provide updated Subcontractor Pre-Qualification Program information annually or upon request of PJD. This project will be subject to State of West Virginia prevailing wage rate requirements. Wage rates will be issued at a later date via Bid Clarification. All subcontracts will be issued on PJD's Standard Master Subcontract form which will be specifically tailored for this project. All subcontractors will be required to comply with all terms and conditions of PJD's Standard Master Subcontract. PJD is committed to maximizing the participation and development of Diverse and Disadvantaged Business Enterprises. Please clearly indicate on your proposal the value of participation included with your bid. Bidders may submit specific scope qualifications or clarifications. Any such supplemental information shall be submitted separate from the proposal, considered "for information only" and subject to the overall bid evaluation. No qualifications or modifications to the PJD standard subcontract language or terms will be considered with any bid qualification submission. Project specific insurance requirements will be provided via Bid Clarification. RFI Deadline: 9/11/2025 at 4:00 p.m. Questions and Requests for Interpretation of the Bid Documents shall be submitted in writing no later than Thursday, September 11, 2025, at 4:00 p.m. to Mr. Daniel Greene (daniel.greene@pjdick.com) This project is subject to all local and state sales taxes and business/occupation taxes. All applicable taxes should be included in your bid. The below is the RFQ for reference purposes only. ________________________________________________________________________________________ REQUEST FOR QUALIFICATIONS: Qualified firms may submit a Statement of Qualifications ("SOQ") to provide Construction Manager at Risk Services for Project: R2501705 Marshall University Institute for Cyber Security (ICS) that will includes Services for Construction, Design, Construction Administration, and so forth where Marshall University will be using the process as required in West Virginia Code 5G-1-3. Submitting firms must follow the instructions as provided in Section IV of this document. All firms submitting proposals will be considered and those firms considered most qualified will Interviewed and/or reviewed by the selection committee to narrow down to the most qualified. The firms selected in the qualifications phase shall be referred to as the "Prequalified firms" and be invited to in the Request for Proposal (RFP) phase. Marshall University shall use a qualifications-based, competitive selection process to select a CMAR contractor. The process shall comply with West Virginia state procurement laws. PROJECT SCOPE: The purpose of the project Request for Qualification (“RFQ”) CMAR is being solicited is to provide necessary Construction, Delivery, Design, Management, Contracts, Administration, and other related professional services for the following project: R2501705 Institute of Cyber Security (ICS) Building Construction located at Marshall University on the Huntington, West Virginia, campus, as defined herein The scope will be inclusive of but not limited to The information received in the response to this RFPQ will assist the University's project team in finalizing the requirements for the corresponding Request for Proposal (RFP) phase intended for release at at later date. All technical questions must be submitted in writing to email: bidquestions@marshall.edu by 9:00 a.m., EST by July 4, 2025 REJECTION OF Qualifications: The University may accept or reject any RFQ as a whole, or in part in accordance with Marshall University Board of Governors Policy No. FA-9 Purchasing Policy. Marshall University may select multiple firms to fulfill the project needs. However, Marshall reserves the right to accept or reject any or all expressions and reserves the right to withdraw this RFQ at any time and for any reason. Submission of, or receipt by Marshall of Expressions confers no rights upon the firm nor obligates Marshall in any manner. A contract based on this RFQ, and the firm's response may or may not be awarded.
