Questions must be received by This project proposes to construct a bicycle and pedestrian bridge over Interstate 5 near N 148th St. The estimated construction cost is $16,000,000. The time for physical completion of the work is within 330 working days. This project requires: Federal minimum wage and Washington State prevailing wage payment and reporting; 1200 hours of on-the-job training; 21% utilization goal of disadvantaged business enterprises; and Build America, Buy America provisions. All proposals must be submitted only on the form provided with the Contract Provisions. All proposals shall be accompanied by a bid proposal deposit in the form of a certified check, cashier's check, or surety bond, in an amount not less than five percent (5%) of the bid amount, payable to the City of Shoreline. Cash will not be accepted. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the Specifications, the bid proposal deposit shall be forfeited to the City. The City reserves the right to reject any or all bids and to waive minor informalities or irregularities and to make award of the project to the responsible bidder with the lowest responsive bid, as it best serves the interest of the City. All bidding must satisfy the Terms and Conditions set forth in the Contract Documents. Irregular Proposals will be rejected in accordance with Special Provision 1-02.13. The City of Shoreline, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. *The bid list for this project may be incomplete. This Contract provides for the improvement of *** pedestrian bridge facilities including, but not limited to, bridge substructure elements, bridge superstructure elements, retaining walls, trail facilities, pedestrian railing, electrical, lighting, drainage, sign structures *** and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications The work shall also include a preconstruction meeting with a Contractor-provided ISA certified Arborist, Project Engineer and Project Landscape Architect prior to beginning clearing and grubbing operations. The meeting shall consist of discussing tree protection measures and additional requirements for working within tree root zones. The following listed items shall be removed and disposed of off the project site in accordance with the requirements of the Specifications, unless otherwise stated. Quantities are approximate and are listed to assist in the bidding process only and should not be considered exact. Contractor shall be solely responsible for determining the exact quantities for all work items and quantities requiring removal and disposal prior to submitting bid. This work also includes soil excavation for tree roots and any special techniques required for removal of existing features and excavation for trail installation within the Soil Excavation for Tree Roots area defined on the plans; vactoring around the tree roots for soil decompaction and to accommodate the removal of existing features and installation of proposed pavement sections; vactor trenching for utilities, foundations, junction boxes and other proposed improvements in tree root zones; and backfilling with topsoil around tree roots. This Work shall consist of providing and placing one or more layers of plant-mixed hot mix asphalt (HMA) on a prepared foundation or base in accordance with these Specifications and the lines, grades, thicknesses, and typical cross-sections shown in the Plans. The manufacture of HMA may include warm mix asphalt (WMA) processes in accordance with these Specifications. WMA processes include organic additives, chemical additives, and foaming. HMA shall be composed of asphalt binder and mineral materials as may be required, mixed in the proportions specified to provide a homogeneous, stable, and workable mixture. (geometric or narrative) of the scheduled sequence of planing and of paving and intended area of planing and of paving for each day's work, must include the directions of proposed planing and of proposed paving, sequence of adjacent lane paving, sequence of skipped lane paving, intersection planing and paving scheduling and sequencing, and proposed notifications and coordinations to be timely made. The plan must show HMA joints relative to the final pavement marking lane lines. This work shall consist of constructing a pervious cementitious pavement composed of portland cement concrete on a prepared subgrade or subbase in accordance with these Specifications and in conformity with the lines grades, thicknesses, and typical cross23 sections shown in the Plans or established by the Engineer. This work consists of the providing and installing railings that meet the requirements of the Plans, these Specifications, and the Engineer. Work includes the structural design of the cable mesh system (mesh and support frame) and its attachment to the Bridge Railing Type Throw Barrier and Pedestrian Railing systems. Work includes all fasteners, equipment and related material needed to facilitate installation in accordance with these Specifications and as shown in Plans or as directed by the Engineer.
