Site work and paving for a mixed-use development in San Jose, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The Project generally involves the implementation of civil, landscaping, irrigation, and traffic signal improvements along the San Fernando corridor. Scope includes installation of new ADA curb ramps, sidewalk bulb-outs, traffic islands, new traffic stripes, and traffic signal works. Part of the scope is also the modifications of existing traffic signal systems, installation of new bike lanes with green pavement enhancement thermoplastic, new bike lane traffic signals, landscaping and irrigation, and new storm drains and laterals. The proposed improvements for this project are located along San Fernando Street between Almaden Blvd and 11th Street. Engineer's Estimate: $7,652,210.00 Bidders must periodically check online to make sure the bidder has the most recent information about this procurement. Bidders must submit questions or requests for information concerning any part of this bid in writing to the City via online. The City will not respond to any communication or question submitted directly to City staff or City consultants. Submit questions via online no later than Thursday, January 30, 2025, at 11:00 am. Intent to Respond R01/30/2025 11:00:00 AM PT Bidders are advised that the following Disadvantaged Business Enterprise (DBE) Goal has been established for this Project: Disadvantaged Business Enterprise Goal: 23% Bidders can only rely on information obtained through online. Bidders can not rely on any other written or oral statements of the City or its officers, directors, employees or agents regarding this procurement. In the event a bidder obtains information about this procurement through any means other than online , the City will not be responsible for the completeness, accuracy or timeliness of the final bid proposal. Each bid must be accompanied by an electronic pdf copy of a bidder's bond in the sum of not less than 10% of the total aggregate amount of the bid. Bonds must be issued by a surety that is an "admitted surety insurer" in the State of California and must name the City of San Jose as beneficiary. Bonds must be accompanied by an electronic pdf copy of the surety's power of attorney and a notary acknowledgement for the surety's signature. Bidders must retain the original wet-signed bidder's bond and provide it to the City upon request. All prospective bidders are hereby cautioned that the Contractor's State License Law regulates contractor licensing matters. The Contractor, in its bid proposal, shall be required to disclose its license type, number, and expiration date. Bidder's attention is directed to those provisions of the Specifications which require the contractor to whom the contract for the work is awarded, to file with the City Clerk at the time the contract is executed, a Contractor's Payment Bond and a Bond for Faithful Performance meeting all the requirements of the Specifications and approved by the City Attorney of the City of San Jose. Bonds must be issued by a surety that is an "admitted surety insurer" in the State of California possessing a power of attorney and shall name the City of San Jose as beneficiary. The Contractor's Faithful Performance Bond shall be for 100% of the contract amount. The Contractor's Payment Bond shall be for 100% of the contract amount. This project is federally funded. The contractor will be required to comply with the applicable federal prevailing wage, hour and labor requirements, including those set forth in the Davis-Bacon Act, the Contract Work Hours and Safety Standards Act, and all related acts (collectively "Federal Labor, Wage and hour Requirements"). Bidders must have a valid California contractor's license, classification A or C10, to bid this project. Pursuant to the terms and conditions set forth in Public Contracts Code Section 22300, the contractor may substitute certain securities for any money withheld by City as retention to ensure contractor's performance under the contract. Such substitution of securities in lieu of retention shall be at the contractor's request and at contractor's sole expense. The securities shall be in an amount equivalent to the retention to be released.
