New two-tier parking garage. The Project Consists of Constructing a New 2 Tier Parking Garage and Associated Site Improvements. Bids Will Be Received for a Multi-prime Contract. Bids Shall Be on a Lump Sum and Unit Price Basis, With Additive/deduct Alternate Bid Items as Indicated in the Bid Form. Question Deadline 02/06/2025 at 12:00 PM ET The Above Item and/or Questions Shall Be Submitted in Writing via Email to Jdirocco@cplteam.com. Interpretations or Clarifications Considered Necessary Will Be Issued via Addenda Posted to online. Questions Received After This Date May Not Be Answered. Only Questions Answered by Formal Written Ss Addenda Will Be Binding. Oral and Other Interpretations or Clarifications Will Be Without Legal Effect. Final Addenda Will Be Issued Monday, February 10, 2025. Bid Security Shall Be Furnished in Accordance With the Instructions to Bidders. Bidders on This Work Will Be Required to Comply With the President's Executive Order Nos. 11,246 and 11,375, Which Prohibit Discrimination in Employment Regarding Race, Creed, Color, Sex, or National Origin. The City of Middletown is an Equal Opportunity/affirmative Action Employer. The Successful Bidder Must Be an Equal Opportunity Employer, Must Meet All Appropriate State and Federal Standards, and Comply With All Relevant Governmental Regulations. Statement of Non-collusion: Bidders on the Contract Are Required to Execute a Non-collusive Bidding Certificate Pursuant to Section 103d of the General Municipal Law of the State of New York. Security for Faithful Performance: the Successful Bidder Will Be Required to Furnish Performance and Labor and Material Payment Bonds Written by Firms Licensed to Do Business in New York State, Each in the Amount of One Hundred Percent (100%) of the Contract Amounts in Accordance With the Provisions of the Contract Documents. Sales and Use of Tax Exemptions: the City of Middletown is Exempt From the Payment of Sales and Compensation Use Taxes of the State of New York and of Cities and Counties on All Materials, Equipment, and Supplies Sold to the City of Middletown Pursuant to This Contract. Also Exempt From Such Taxes Are Purchases by the Contractor and His Subcontractors of Materials, Equipment, and Supplies to Be Sold to the City of Middletown Pursuant to This Contract, Including Tangible Personal Property to Be Incorporated in Any Structure. Building or Other Real Property Forming Part of the Project. These Taxes Are Not to Be Included in the Bid. Attention of Bidders is Particularly Called to the Requirement as to Conditions of Employment to Be Observed and Minimum Wage Rates Paid Under the Contract, Section 3. Segregated Facilities, Section 109, and Executive Order 11246. The Requirements for Bidders and Contractors Under This Order, Which Concerns Non-discrimination in Employment, Are Explained in the Contract Documents. Bidders Are Also Required to Comply With the Provisions of Section 291-299 of the Executive Law of the State of New York. All Bids Shall Be Binding for a Period of Sixty (60) Days After the Bid Opening Date. The City of Middletown Reserves the Right to Reject Any and All Bids and to Waive Any Informalities Therein. Where State and Local Requirements Differ From Federal, the Federal Requirements Shall Be Followed. The City of Middletown is an Equal Opportunity/affirmative Action Employer.
