To be eligible to bid, the prospective offeror must be licensed in accordance with Chapter 444, HRS, relating to the licensing of contractors. Questions/requests for substitutions due date January 10, 2025 Requests for clarification regarding this solicitation may be directed to the Division of Purchasing by email address to bfspurchasing@honolulu.gov DESCRIPTION OF WORK: The project is for the EWA VILLAGES GOLF COURSE, PARKING LOT LIGHTING IMPROVEMENTS, 91-1760 Park Row, Ewa Beach, Oahu, Hawaii, 96706. Provide all labor, materials, tools and necessary for the construction of the project including all incidental items necessary to complete the work as shown on the drawings and specified herein. SEALED OFFERS: All offers for this project shall be enclosed in a sealed envelope marked: RFB-DDC-1857813 EWA VILLAGES GOLF COURSE PARKING LOT LIGHTING IMPROVEMENTS 91-1760 PARK ROW EWA BEACH, OAHU, HAWAII 96706 Job No. 21-P-9 A. These specifications are divided for convenience into titled divisions and sections as set forth in the TABLE OF CONTENTS preceding these specifications and shall not be considered an accurate or complete segregation of the several units of labor and materials. The City and County shall assume no responsibility, either direct or implied, for omissions or duplications of the subject matter. The Contractor will be held responsible for the work whenever or wherever the parts are described in one or more trade heads. Any mention in these sections or indication on the drawings or articles, materials, operations or methods require that the Contractor furnish each item so mentioned or indicated of the kind, type or design and quality of each item so mentioned or indicated on the drawings, and that the Contractor furnish all labor, materials, equipment, incidentals and supervision necessary to complete the work in accordance with the drawings and the true meaning and intent of these specifications, even though such mention of articles, materials, operations, methods, quality, qualifications, or conditions is not expressed in complete sentences. B. Where devices or items or parts thereof are referred to in the singular, it is intended such references shall apply to as many such devices, items or parts as are required to properly complete the work. C. Schedule of work included in these specification sections are given for convenience and shall not be considered as a comprehensive list of items necessary to complete the work of any section. D. The Contractor shall employ the usual standard practice of coordinating the work covered in each section with the work of other sections. The necessary information and the items, accessories, anchors, connections, patterns, templates, etc., shall be delivered, when required, in order to prevent any delay in the progress and completion of the work. Provide barricades as required, and as acceptable to the Officer-in-Charge, to prevent people from entering the project area and to protect enclosed property. In general, work on this project shall be performed in accordance with the applicable provisions of the following section of the Standard Specifications for Public Works Construction, City and County of Honolulu, dated September 1986: A. Trench Excavation and Backfill Section 11 B. Aggregate Base Course Section 31 C. Asphalt Concrete Pavement Section 34 Unless otherwise indicated in the contract documents, the work required by this item shall be deemed to be part of the work contracted to be performed and no measurement of payment will be made therefor. A. Work includes all labor, materials, equipment and incidentals required to complete the landscaping by a licensed landscape contractor as shown on the plans and as herein specified. Grass restoration for trenches (12 inches or less in width) for sewers, drains, culverts, electrical ducts, potable water lines, irrigation lines and related appurtenances shall not be required to be done by a licensed landscape contractor. B. The work of this Section includes but is not limited to the following: 1. Clearing and Grading 2. Soil Amending Application Rates 3. Soil Preparation 4. Trees, Palms, Shrubs, and Ground Cover Planting 5. Protection of Tree and Palms 6. Barricades 7. Pruning of Trees 8. Relocation of Existing Trees arid Palms 9. Grass Planting 10.Planting Maintenance 11.Pre-Maintenance Inspection, Final Inspection and Acceptance 12.Clean-up C. Explanation and Precedence of Drawings: 1. For purposes of clarity or legibility, drawings are essentially diagrammatic and although the locations and areas of plant material are drawn to scale, contractor shall make use of all data in all contract documents and shall verify this information at the site. 2. All work called for on the drawings by notes shall be furnished and installed whether or not specifically mentioned in the specifications. A. Related Work Specified on Other Sections: The related work specified under other sections includes but is not limited to the following: 1. Clearing 2. Earthwork 3. Irrigation System Provide cast-in-place concrete for new light pole foundations in accordance with the requirements of the Contract and Section 40 - Concrete Structures of the Standard Specifications for Public Works Construction, City and County of Honolulu, except as modified herein. The Contractor shall furnish all articles, materials, equipment, operations, and services specified herein or on drawings, including all labor, taxes, insurance, and incidentals required to insure completion. A. Work shall include, but shall not be limited to: 1. Provide new parking lot light pole assemblies including light poles, luminaires and concrete foundations. 2. Provide new underground secondary electrical distribution system for new light pole assemblies including conduits, underground conductors, and pullboxes. 3. Test complete installation and correct all defects and malfunctions of material and workmanship at no additional cost to the City and County of Honolulu.
