French Valley Household Hazardous Waste Collection Facility Description The Riverside County Department of Waste Resources (RCDWR) intends to initiate the construction of a Household Hazardous Waste Collection Facility (HHWCF) in the unincorporated community of French Valley. The project site is owned by the County of Riverside, under control of the Transportation and Land Management Agency, Aviation Division (TLMA). RCDWR and TLMA have entered into a Cooperative Agreement authorizing the development of the HHWCF. RCDWR proposes to develop HHWCF on approximately 1.7 acres of vacant land. This HHWCF will address the community's household hazardous waste disposal needs by providing a permanent location for the safe disposal of household hazardous waste and other qualifying hazardous materials, serving both residents, and qualifying Very Small Quantity Generators (VSQG) as defined in the California Health and Safety Code, Section 25218.1 and Code of Federal Regulation 40, Section 261.5. The HHWCF will also function as a Conditional Exempt Small Quantity Generator (CESQG) Collection Facility, which generate 100 kilograms or less per month of hazardous waste or 1 kilogram or less per month of acutely hazardous waste. Collected hazardous waste materials will be stored on-site within secured containers in compliance with applicable local, state, and federal regulations. The proposed HHWCF includes construction of an slab-on-grade reinforced concrete pad completely covered by the canopy. All conduits and electric wires shall be sized to accommodate the power needs of various equipment and systems. The landscape shall be drought tolerant native species. Additionally, the facility plan features a premanufactured office building, asphalt road, hardscape drains, and a re-use store connex box, as shown on Figures 2 and 3 in Attachment A. In 2016, a geotechnical letter report was prepared which includes: laboratory test results, geologic site characterization, seismic design parameters, liquefaction potential, slope stability analyses, foundation design, and grading recommendations, and is included as Attachment C. Additional background information and project description, including site layout plans for the proposed facility is included in Tab E and within the attachments. Project Location: The proposed French Valley Household Hazardous Waste Collection Facility is located in the French Valley Community of unincorporated Riverside County at 36601 Penfield Lane, Winchester, CA 92596. A location and vicinity map is shown in Attachment A - Figure 1.
