The City of Newton is seeking proposals from qualified firms to provide biosolids management services for the Newton Wastewater Treatment Plant located in Newton, IA. The selected vendor will handle all aspects of biosolids management, including but not limited to transportation, treatment, beneficial reuse, disposal, and compliance with all federal, state, and local regulations. Remove an estimated 800,000-1,000,000 gallons biosolids per calendar year. The maximum volume to be hauled and applied will be 1,200,000 gallons per calendar year. Provide timely removal in sufficient volume to allow the City to empty the tank once between July 1st and frozen ground of each calendar year of the contract. By December 31st of the last year of the contract, the contractor shall remove sufficient biosolids volume to provide 900,000 gallons of remaining capacity in the City's biosolids storage tanks. Coordinate all biosolids removal with the City's Wastewater Utility personnel. Have the abilityto haul liquid biosolids at solids concentrations up to 6.0% solids. Utilize varying routes of travel through City if required to alleviate traffic concerns. Upon completion, remove all equipment within 3 working days. Equipment remaining on-site after 3 working days will be assessed a $200/day charge, unless prior arrangements have been made with City staff. - Contract Awarded March 3, 2025 - Implement Contract July 1, 2025 A 3-year proposal is required, with the option to renew for an additional 1 year. The City of Newton anticipates that selection will occur no later than March 2025. All firms submitting proposals will be notified in writing of the results of the selection process The City of Newton reserves the right to reject any and all proposals or to waive any irregularities in any proposal if judged to be in the best interest of the City of Newton. If a proposal does not satisfy the minimum requirements outlined in this RFP as determined by the City of Newton, the proposal may be disqualified from further consideration.
