Cobb County , "Owner" is soliciting bids from qualified Contractors for rehabilitation of four primary clarifiers and five secondary clarifiers at the R.L. Sutton WRF, replacement of slide gates, replacement of sludge monitors, replacement of hose bibbs, and other miscellaneous piping and valve modifications. Rehabilitation consists of refurbishing drives and blasting, cleaning and coating metals and concrete within the concrete basins, per the specifications contained herein. Rehabilitation consists of refurbishing drives and blasting, cleaning, and coating metals and concrete within the concrete basins. United Consulting performed a condition assessment of one of the primary clarifiers (PC-3) and two of the secondary clarifiers (SC-2 and SC-4). Their technical report is included in Appendix A of the Technical Specifications. The clarifiers have been in service for over 20 years. The primary clarifiers are US Filter Envirex Circular Collector units. The secondary clarifiers are US Filter Envirex Tow-Bro units. Operations and maintenance (O&M) manuals for the primary and secondary clarifiers can be found in Appendix B. 2. Replacement of four slides gates and actuators that serve the primary clarifiers and five slide gates and actuators that serve the secondary clarifiers. 3. Refurbishment of spigots for the primary and secondary clarifiers and at the secondary clarifier splitter box. This work entails replacement of removal and replacement of insulation, isolation valve, and spigot head. Work includes replacing existing exposed heat tracing tape. For heat tracing tape that is currently concealed, work includes testing the heat tracing system once the insulation is removed and removal and replacement of the heat tracing power connection kit/junction box and heat trace tape if found to be inoperable. 4. Replacement of the Cerlic "depth of sludge blanket" indicators with EcoSmart sludge monitors for the 4 primary clarifiers.5. Replacement of the 3-way plug valve and electric actuator that serves primary clarifier 1 and 2. 6. All associated miscellaneous work, including site restoration and clean up. 7. Addition of 1-inch stainless spray line and supports with spray nozzles at each primary clarifier across each bridge. 8. Unclogging of existing primary clarifier weir spray nozzles, and as necessary, installation of new spray nozzles where existing nozzles are missing or defective. 9. For each secondary clarifier, replacing the current water lines and nozzles for scum control with new 1-inch stainless steel water lines, spray nozzles, and supports as necessary. 10. Unclogging of existing secondary clarifier weir spray nozzles and as necessary installation of new spray nozzles where existing nozzles are missing or defective. 11. Replace sections of stainless steel 2-inch water line (and pipe wall supports if necessary) that are leaking or cracked which feeds the primary clarifier spigots. 12. Replace sections of stainless steel 4-inch water line (and pipe hangers if necessary) that that are leaking or cracked which feeds the primary clarifier weir spray nozzles.
