Pittsburgh Water is requesting proposals for the Construction Management and Construction Inspections (CM/CI) services for the Aspinwall Pump Station, Bruecken Pump Station, and Clearwell Bypass project. As outlined in the CM/CI Scope of Work, dedicated Personnel for each Pump Station and for each general contract and electrical, plumbing, HVAC contracts are required. The firm should also provide a project manager, project environmental compliance professional and QA/QC, and a schedule professional. On this project, there are four primary contractors: a general contractor, an electrical contractor, a plumbing contractor, and an HVAC contractor. The rehabilitation of the Aspinwall Pump Station includes, but is not limited to, installing four new horizonal split case pumps, demolition work, construction of the new chemical building, stormwater system improvements, and all other piping and appurtenances associated with the work to rehab the Aspinwall Pump Station. The improvement work of the Aspinwall Pump Station also includes converting the trade shop area to two-story open office space. The construction of the new Clearwell Bypass includes, but is not limited to, construction of a 144-inch bypass and an 84-inch bypass along the south embankment of the existing Clearwell, construction of an overflow structure and three bypass vaults, construction of connections to the existing inlet and outlet gatehouse, and all ancillary work associated with the construction of the Clearwell Bypass. The construction of the new Bruecken Pump Station includes, but is not limited to, demolition of the existing garage, construction of the new three-story pump station, construction of new orthophosphate building, construction of large diameter piping, valves, vaults, and all ancillary work associated with the construction of the new pump station. PENNVEST funding requirements will apply to this project. Federally funded projects - This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.
