Project Description: The City of Norwalk, Norwalk Public Schools is requesting bids for the removal of Underground Storage Tanks (UST) at Brookside Elementary and Tracey Magnet Schools . At Tracey Magnet School only, the oil-fueled boiler igniters would be replaced with natural gas-fueled igniters. The contractor who is selected to perform this State project must comply with CONN. GEN. STAT. 4a-60, 4a-60a, 4a60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services ("DAS") under the provisions of CONN. GEN. STAT. 4a-60g. (25% of the total statefunded value with DAS-certified Small Businesses and 6.25% of the total state-funded value with DAS-certified Minority-, Women-, and/or Disabled-owned Businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals. The budget for this project is $650, 000.00. The requirements of this project are outlined in greater detail under Section 2 Scope of Work/Project Specifications All questions concerning this solicitation must be directed, via e-mail, to Chris McCauley, Purchasing Officer at cmccauley@norwalkct.gov. The deadline for the submission of questions is 2:00 pm, January 15, 2025. Summary of Work: The Norwalk Board of Education is committed to providing a safe and healthy learning environment. To achieve this goal the Board of Education is regularly undertaking building maintenance, upgrades and infrastructure improvements to improve the educational environment. Records indicate that current underground oil tanks at Brookside Elementary School and Tracey Magnet School have nearly reached the ends of its thirty-year useful lives. The existing underground oil storage tanks at both schools would be removed as part of this project. At Tracey Magnet School only, the oil-fueled boiler igniters would be replaced with natural gas-fueled igniters. The conversion to natural gas from oil fuel in line with other City of Norwalk buildings. Refer to the drawings for details and specifications. Responsive bidder will need to coordinate work with owners' vendors. o General Requirements: o Temporarily relocate shed as needed o Provide temporary fuel tanks as needed [Add Alternate] o Provide signage as needed o Demolition o Remove existing concrete pad, manholes and associated accessories from above tank grave o Remove existing underground fuel oil deliver system elements o Remove existing ceiling lighting in mechanical room o Remove existing electrical components associated with underground fuel tanks o Site Preparation & Earthwork o Excavate tank graves o Backfill excavations o Transport and dispose of excavated soil o Soil testing to be provided o Exterior Improvements o Remove and reinstall existing fencing as necessary o Provide temporary fencing as needed o Provide temporary erosion and sediment control as needed o Provide temporary tree protection as needed o Restore landscaping as needed o Pave with asphalt as needed o Electrical & Lighting o Install LED ceiling lighting in mechanical room o Plumbing & Heating, Ventilation and Air Conditioning o Provide 2" natural gas piping form meter to boiler o Provide gas-fired boiler igniters, gas trains and associated accessories o Provide CO detection notification devices 103-0267-CV TRACEY MAGNET SCHOOL 103-0266-CV BROOKSIDE ELEMENTARY SCHOOL HARD COPY SUBMISSION DEADLINE: 2:00 PM 01/23/2025
