Reference Number 0000284686 Question Acceptance Deadline 31-Jan-2025 01:30:00 PM EST Bid Intent Deadline 07-Feb-2025 12:00:00 PM EST Job Location Northeastern Region Road Name Various Program Year 2025-2028 Group WP Number NA Project Classification Engineering Purchase Type Duration: 3 years The Ministry anticipates that it will require the provision of technical services in the following geographic area: Operations - North Region Assignments under this retainer will primarily involve Detail Design, Contract Preparation and Design Support during tendering and Construction for the following types of projects: Technical Services: drainage studies, design and contract preparation of culvert replacements, O.Reg 406/19 investigations Corridor Management: Developer reviews (SWM reports, Traffic Impact Studies) Maintenance: CCTV inspection, drainage issue reviews, environmental investigations Traffic: Speed studies, signing reviews and inventories, turning movement counts, temporary signal designs, intersection reviews/designs. The Detail Design work includes engineering services in the following functional categories: Drainage and Hydrology Engineering Electrical Engineering Environmental Foundation Engineering (including Engineering Materials Testing and Evaluation) Highway Engineering Pavement Engineering (including Engineering Materials Testing and Evaluation) Surveying Traffic Engineering In addition, the following services may be required: Design Liaison Services during construction The scope of work will include the performance of all work necessary or appropriate to deliver the individual Work Items requested by the Ministry throughout the term of the Retainer Assignment in conformance with the standards, criteria and requirements of the Technical Standards and Specifications. As well, when providing services under this Agreement, the Service Provider shall comply with all applicable legislation, regulatory standards, industry best management practices, and other guidelines and procedures relevant to conduct the work. The Service Provider shall also consult any existing applicable MTO guidance documents as appropriate. This assignment may include work that is in a French Language Services designated area. For each work item the Service Provider is to determine if French language services are required under the French Language Services Act. The Service Provider must comply with all provisions of the Act, including but not limited to Third Party Regulation 284/11. The technical services requirements specific to each work item will be described in detail in the Work Item Requests issued throughout the term of the Retainer Assignment. The following terms apply to all functional categories for all subsequent Work Item Requests and shall be adhered to. The Service Provider shall: Carry out the required planning of the physical project requirements, including all field reviews, relevant tests, inspections and studies, with due regard for environmental, traffic accommodation and safety concerns, capital cost and operating efficiency, all in accordance with Technical Standards and Specifications (Appendix 2); Perform all field tests, surveys and studies, such as geotechnical investigations and testing, foundations investigations and testing including associated laboratory work, and any other site investigations and field testing required to support the planning of the project; Answer any design related questions during the design of this project in a timely manner; Correspond with governmental ministries, agencies and other public authorities for planning information; Attend and prepare the minutes of all meetings with Ministry staff and external agencies. The Service Provider is responsible for making arrangements with appropriate Ministry staff for attendance at all meetings; Negotiate on behalf of the Ministry with external agencies and stakeholders relative to the TPM project, prepare draft agreements and secure all required clearances for commencement of any Design and Construction work; Keep the appropriate Ministry staff informed of project progress on a monthly basis, and as required; Respond to any Ministry inquiries within five (5) Business Days; Provide written response to all questions and concerns raised at Milestone meetings within five (5) Business Days; Label all correspondence to the Ministry with the GWP number, Assignment number, and any other appropriate Ministry File name and description of contents; and, Obtain Municipal council resolution where required. The Service Provider shall assist MTO with the preparation of the Construction Administration and Inspection Specifications (CAIS) to be included in the Contract Administration contract.
