Project Description: This is a Request for Proposal (RFP) to provide design and construction (Design-Build) services for a new modular DLA Fuels Lab for fuel testing at Naval Support Activity Panama City in Panama City, Florida. The scope of the work will include provision of a 300 square foot, permanent, modular lab manufactured off site and installed on a permanent foundation adjacent to the base fuel farm. The placement of the modular lab on site shall be accomplished by a crane or other equipment and preapproved by the Construction Manager and Contracting Officer’s Representative. Fuel Lab activities are currently conducted in B406. These activities will be migrated to the new facility once completed. The project must use the NS Mayport Modular PEB as the basis of design (refer to Part 6 attachments). Review readily available plans, reports, documents, codes, etc. and perform site inspection(s) to verify field conditions, as well as working with the activity representatives to determine and validate the requirements. Determine specifications for a modular pre-engineered, Class C lab building based on commercially available permanent modular type buildings. AE design will have Architectural Design in accordance with UFC 3-101-0,1 to create an appearance similar to NS Mayport Modular PEB with exceptions - as listed, but not limited to items, on page 38 of 312 in Attachment C of the RFP documents.
