Marine Terminal Outfalls The total contract duration is 180 calendar days The Engineer's Construction estimate for this work is $550,000. The Project is not subject to compliance with the terms of the San Diego Unified Port District Project Labor Agreement. In accordance with the provisions of the California State Labor Code, the Port has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages. These wage rates are available for inspection at the office of the Procurement Services Department of the Port of San Diego. The work shall include, but not limited to the following as shown on the Plans Drawing No. TL-2024-03 and described in these Specifications Specification No. 2024-16 of the San Diego Unified Port District. The construction of storm water infrastructure improvements at the National City Marine Terminal (NCMT) and Tenth Avenue Marine Terminal (TAMT) including but not limited to: removal of existing drainage facilities, installation of backflow preventors of in-line check valves, installation of cleanout structures, minor trenching and backfill for installation of improvements, minor repaving of trenched areas. Installation of three (3) back flow preventers at storm drain outfalls - two (2) located at National City Marine Terminal (NCMT), and one (1) at Tenth Avenue Marine Terminal (TAMT).The backflow preventer at TAMT outfall T4-2.1 will be a 33-inch diameter in-line check valve, installed within the proposed 8 LF of 33-inch diameter RCP storm drain, and between two (2) proposed Type B-5 storm drain cleanouts. Liquidated Damages $1,000.00 Start/Delivery Date April 2025 Bid Bond 10.00% Payment Bond 100.00% Performance Bond 100.00% The backflow preventer at NCMT outfall 004.1 will be a 30-inch diameter in-line check valve, installed within the existing 30-inch diameter RCP storm drain, and between an existing storm drain cleanout (top section of cleanout will need to be re-built following installation of valve) and a proposed Type B-5 storm drain cleanout. The backflow preventer at NCMT outfall 1003.1 will be a 72-inch diameter in-line check valve, installed within the existing 72-inch diameter RCP storm drain, and between an existing storm drain cleanout and a proposed Modified (8' x 6') Type B-8 storm drain cleanout. The 72-inch valve will need to be installed prior to final construction of the proposed cleanout to maintain access for valve installation. It is intended that the Work be completed in every respect under the Contract Document, and such items or details not mentioned above or not included in the Bid Schedule that are required by the Contract Documents shall be furnished, performed, placed, constructed, or installed by the Contractor. It is the policy of the Port of San Diego that certified Small Business Enterprises (SBEs) shall have the maximum opportunity to participate in the performance of District Contracts. No SBE participation goal was established for this solicitation. Although there is no SBE participation goal for this solicitation, if any subcontractors will be utilized, Contract should make good faith efforts to include SBE participation in the conduct of this activity. Certified SBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc. Award of the contract, if made, will be within 120 calendar days after bid opening date. A bid guarantee in accordance with Subsection 5.6.2 of the General Condition is required with submission of a bid. No Bidder may withdraw a bid after the date set for bid opening. Bidder shall file the bonds as required by the Contract and Civil Code section 9554. The provisions of Public Contract Code section 22300 apply to this Contract. Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Subsection 5.6.1, "Contractor's Insurance," of the Section 5.0, General Condition. A Notification Regarding Environmental Conditions has been included as Exhibit A in the project specifications. This notification will serve as the District's disclosure regarding potential hazardous materials that may be encountered during grading, excavation, trenching, and/or other ground penetration. In the public interest, the Port reserves the right to reject any or all bids, or to waive any informality in a bid.
