Introduction/Background Battelle Memorial Institute, Pacific Northwest Division (Battelle) operates the Pacific Northwest National Laboratory (PNNL) for the U.S. Department of Energy and is authorized to issue this Request for Proposal (RFP). Throughout this document, the term "Contract" is used to refer to any resultant Battelle Contract. The Work generally includes providing labor, materials, equipment, means and methods to complete the project. 2.
