The Michael E. DeBakey VA Medical Center has a requirement for a one-time Steam Pipe Inspection located in a tunnel using a crawler robot. The existing Steam Pipe is currently servicing the campus outer buildings. The Steam Pipe connects the boiler plant to the outer buildings and provides steam for heating hot water, domestic hot water, and steam for the equipment. The steam pipe has developed several leaks, and need to be examined, so repairs can be made. The contractor shall provide all labor, equipment, material, and supervision to inspect approximately 2000 feet of existing steam pipes and the condensation of the return pipe located in an underground tunnel. The inspection shall be completed using an advance robotic crawler that can provide photos and videos of the existing conditions and leaks. The contractor does not need access inside the steam tunnel for the inspection. At the completion of the inspection, the contractor shall provide a detailed report of the findings to include photos, videos, locations of the areas and leaks. The contractor shall provide recommendations for the repairs. This is a combined synopsis/solicitation (CSS) for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services," in conjunction with FAR Part 13.5 for Certain Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular: 2024-05, 05-22-2024. This competitive solicitation is being issued as Small Business set-aside. Contractor's quote may be considered non-compliant and rejected if the Contracting Officer is unable to verify active registration status.
