Renovation of a detention facility in Beaumont, Texas. Completed plans call for the renovation of a detention facility.

The Texas Department of Criminal Justice (TDCJ) is Requesting Proposals for HVAC System Efficiency Upgrades - 12 Bldg. - Stiles Unit in Beaumont, Texas. This project is to replace air handlers with new custom built air handlers, remove chilled water control valves and controls and replace with new equipment, repair any ductwork that needs to be repaired, and perform an air balance on the finished duct system to ensure airflow is as required by design. Stiles Unit, Beaumont, Texas as shown by the construction plans as prepared by Engineering Company / TDCJ. Respondent shall refer to Specifications and submit all required qualifications and licensing required within. Specifications will be furnished with the Solicitation documents. Respondent is required to submit a HUB Subcontracting Plan as detailed in Exhibit 1. Failure to submit a completed HUB Subcontracting Plan will result in the proposal being rejected from further consideration. Respondent must be bondable and insurable at the levels required. All proposals must be accompanied by a Proposal Deposit in the amount of 5% of greatest amount proposed. Performance and Payment Bonds in the amount of 100% of the contract amount will be required upon award of a contract. The TDCJ reserves the right to reject any or all proposals, and to waive any informality or irregularity. It is the TDCJ's intent to issue the Notice to Proceed at the Pre-Construction Meeting with the performance period to begin upon issuance. Due to strict security please be aware that entrance to the unit will be denied to anyone in possession of any items to include, but not limited to, any of the following: weapons (including pocketknives), tobacco products, alcohol, cell phones, pagers and more than $25.00. Visitors are subjected to searches as they enter the facility and may be required to walk through electronic scanning equipment such as metal detectors. Access to the facility will be denied to anyone not willing to be searched. Appropriate attire required. Proposals are not subject to public opening and are confidential until the contract has been awarded. The Texas Department of Criminal Justice requires the Respondent to make a good faith effort to include Historically Underutilized Businesses (HUB's) in the total value of this construction contract award. Attention is called to the fact that not less than the minimum wage rates prescribed in the Special Conditions must be paid on these projects.
