The Howard County Housing Commission (the "Commission" or "Owner") seeks proposals from qualified and experienced firms that specialize in the construction of urban-style, mixed-use buildings. As further described in this Request for Proposals ("RFP"), the selected firm (the "Contractor") will be tasked with representing the Commission during the predevelopment, construction, and close-out phases of a planned urban-style, mixed-use building in Columbia, Maryland. See Exhibit A for a description of the project (the "Project"). The Project will be the first of five buildings that the Commission is slated to develop in the fast-urbanizing Downtown Columbia district of Howard County over the next decade. Three of the additional four buildings will be mixed-use with residential apartments built above a new library, a new fire station, and a new transit center. The fourth remaining building will consist of residential apartments only. Construction contracts for the project have been executed with Whiting-Turner as the general contractor and utility work for the project is scheduled to commence in January 2025. The Contractor will provide the following services for the Project (see Exhibit A): 1. Phase I - Construction Period I.A. - New Dinner Theater Construction Period (20 months) - Construction of the new Toby's Dinner Theater will commence first and is projected to be underway for approximately 20 months. During construction of the new dinner theater, the Contractor will be engaged but serving in a more limited capacity as this portion of the building is largely separate from the residential project. The Contractor will be expected to attend construction meetings and provide guidance as required to ensure the residential portion will commence construction on schedule. The same general contractor will construct both the dinner theater/arts center and residential portions. II.B. - Residential Construction Period (28 months) - Construction of the balance of the arts center and residential portion will commence after the new dinner theater is complete. It is projected that the residential portion will take approximately 28 months to complete. The Contractor will be expected to be fully engaged and complete all tasks listed below. Construction Period Tasks a. Serve as the Commission's representative in meetings with the construction team. b. Conduct pre-construction review meetings with Project team and Owner. c. Monitor construction and perform progress inspections of the Project as required and/or directed by the Owner to ensure that the Project is being constructed in compliance with applicable building codes, Owner requirements and guidelines, and construction plans and specifications for the Project. d. Prepare monthly inspection reports, which shall include Project photographs. e. Coordinate Project team, vendors, and Owner as necessary to review and implement scope of work. f. Serve as liaison between Government and utility agencies in representation of Owner as needed. g. Review submittals and shop drawings as needed for coordination purposes. (Approval of submittals and shop drawings will be the responsibility of the A/E team.) h. Coordinate and expedite response for the request for information (RFI's) or clarification required by the general contractor's field superintendent. The A/E team will be responsible for the technical response to the RFI's. i. Review and negotiate updates to construction schedule during the construction period to best serve the interests of the Owner. Advise the Owner of any deviation which would potentially delay completion of the Project. In the event of delays, work closely with the Owner, the A/E team, and the general contractor to identify means of recovering the schedule. Respondent must have access to scheduling software used by the general contractor. j. Review change orders prepared by the A/E team, as well as those initiated by the Owner. This will include review and coordination of the scope of work, sketches, and cost estimates as required. k. Prepare technical cost analysis on behalf of the Owner. Assist the Owner in negotiating all pricing submitted by the general contractor and prepare recommendations for approval. l. Attend requisition meetings and review all requisitions for payment submitted by the general contractor. m. Conduct construction progress meetings at the site with the Owner, the A/E team, the general contractor and subcontractors. Prepare meeting minutes and coordination of all action items. n. Attend coordination meetings to resolve problems that may arise at the site during construction. o. Assist the Owner and the A/E team in the preparation of the punch list at completion of the project. p. Provide support and interface with the management company as needed to prepare project for leasing. Questions concerning this RFP must be made in writing and e-mailed to questions@househoward.org.
