Closing Time: 3:30 PM (NT) ** Please note that there has been 3 addendum for this RFP. ** Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to establish a Source List (SL) to provide as and when required professional services at various locations in the Atlantic region. Information provided by the Proponents will be evaluated using the established criteria in the RFAP. The objective of this RFAP is to select the four (4) proponents with the highest total scores. The SL will be for a period of three (3) years with a maximum estimated value of $9,000,000.00. If mutually agreeable between the Consultant and DCC, the SL may be extended for up to two (2) additional one (1)-year periods and increased in the order of $6,000,000.00 at any time. Commissions under the SL are expected to be valued between $40,000.00 and $120,000.00; the maximum value of a commission is $400,000.00. Refer to the RFAP document for additional information. This solicitation is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (WTO-GPA). Firms that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposals through the MERX Electronic Bidding System on or before the closing date and time indicated on the Electronic Bidding System. The Consultant will be required to provide as and when required environmental consultant services for contaminated sites in the Atlantic Region. 1 Phased Environmental Site Assessments (ESAs), including all stages of the Federal Approach to Contaminated Sites (FACS) and DND's Contaminated Site Remediation Framework, in accordance with the Federal Contaminated Sites Action Plan (FCSAP), Health Canada, Department of Fisheries and Oceans, and Environment Canada Guidance Documents and Standards. This includes, but is not limited to, the following tasks: .1 Historical reviews and gap analysis; 2 Soil, sediment, groundwater, surface water, pore water, and air sampling using a variety of sampling methods such as test pits, boreholes, monitoring wells, and others as required; .3 Interpretation of soil and bedrock stratigraphy and evaluation of topography and geology; .4 Identification of source, nature (concentration) and extent of all phases of contaminants; .5 Determination of the fate and transport of contaminants; .6 Hydrogeological and hydrological assessments; .7 Qualitative Human Health and Ecological Risk Assessments; .8 Quantitative Human Health and Ecological Risk Assessments; .9 Development and evaluation of Remedial Action Plans (RAPs) or Risk Management Plans (RMPs) .10 Cost estimating for environmental remediation and risk management projects; .11 Development and evaluation of designs, plans, and specifications for remedial or risk management technologies, activities and implementation; .12 Evaluation and monitoring of remedial and risk management technologies; .13 On-site supervision and consultant services during sub-grade demolition, remediation, and risk management projects; .14 Complete the Canadian Council of the Ministers of the Environment's (CCME) National Classification System for Contaminated Sites (NCSCS) scoring, and the FCSAP Aquatic Sites Classification System (ASCS) scoring; .15 Complete site reports, the FCSAP Site Closure Tool, and the integrated Tool for Risk Assessment Validation; .16 Complete environmental peer reviews; and .17 Estimate financial liability associated with the site in accordance with the Treasury Board Secretariat (TBS) policy Remediation Liabilities Related to Contaminated Sites: A Supplement to the Financial Information Strategy (FIS) Manual (December 2010) and TBS Accounting Standard 3.6 Treasury Board -Contingencies (March 2006).
