The County of McHenry in conjunction with McHenry County and Healthy Homes Programs, solicits qualified and interested contractors to submit proposals to perform Radon Abatement Contractor work for low to moderate income homeowners throughout McHenry County. This is a MULTI-YEAR Contract Solicitation. The County expects to make multiple awards. Accepted Options will be identified in the Owner-Contract Agreement or by Change Order if agreed upon by the Contract after the Award of the Contract. Any of the options may be accepted by McHenry County and may be used in determining the low submitter. The County reserves the right to accept or decline Options to determine the low submitter. There may be multiple awardees. Should there be a conflict between any instruction or information and the Purchasing Ordinance, the Purchasing Ordinance will take precedence. After a contract is executed, all Qualifications, responses, documents, and materials contained shall be considered public information and will be made available for inspection in accordance with the Illinois Freedom of Information Act. o Absolutely no Qualifications will be accepted after the time specified. Late Qualifications shall be rejected and returned unopened to the sender. The County of McHenry cannot be held responsible for any delay, regardless of reason, in the transmission of Qualifications. o Your company may provide a redacted version of your submission, which will be used for FOIA purposes. SPECIFICATIONS and SCOPE of WORK The County of McHenry, Illinois, hereby solicits qualified and interested contractors to submit proposals to perform Radon Abatement work for low to moderate income homeowners throughout McHenry County, in accordance with federal, state, and local laws and regulations in conjunction with McHenry County and Healthy Homes Programs. The oversight for this program is directly from HUD. The projects will be required to be compliant with local building codes and if applicable where permits may be required. The projects are to be compliant with OSHA, FEMA, EPA, IDPH, BABA, and HUD. Submissions should include all items addressed in the evaluation of proposals as specified, and include the following: o General company information and background, name of primary contact person and contact phone number and email address. o Any or all professional licenses applicable (but not limited to) any services listed. o Pricing Schedule or Rate Sheet of Hourly rates. Specific services may be broken down. o Please Note: Prior to Contract Execution: Certificate of General Liability Insurance Required (will be required to add McHenry County as an additional insured). Prospective contractors should also be aware that while McHenry County is to provide funds for payment of projects, job contracts shall be between the homeowner and contractor and payment will be received upon clientele and County's approval of project completion. Radon Abasement Contractors work includes but no limited to: o Must be licensed and/or certified to perform the scope of work. o Must have a proven track record of quality performance on Radon Mitigation. References are required on a minimum of three (3) projects. o Must consistently do good quality work according to IDPH, EPA. Work shall meet the details and terms regarding radon mitigation requirements, HUD's Notice: CPD-23- 103.Testing shall comply with HUD's contamination regulations, 24 CFR 50.3(i) and/or 24 CFR 58.5(i). o All work shall be done according to the local code. The contractor is responsible for obtaining all necessary permits when required according to the contract. o Must remain current with all new Federal and State Guidelines concerning Radon mitigation. o Must provide all materials and equipment required to complete the scope of work. o Contractors shall be familiar with the different migration systems: o Sub-Slab Depressurization System o Sub-Membrane Depressurization System o Block-Wall Depressurization System o Passive Radon Ventilation System This system relies on natural airflow to mitigate radon levels and is best suited for properties with lower radon concentrations or as a supplement to other systems. o Radon-Resistant Construction Techniques o Be able to outline details of the work to be performed based on the Work Order that will be provided by the Project Manager. o Must warranty all work for a period of one (1) year from the date of the final inspection, unless otherwise required by law. During this one (1) year warranty period, the contractor must be willing to investigate the homeowner's complaints regarding items that were Perform work that meets the details and terms regarding radon mitigation requirements, HUD's Notice: CPD-23-103.Testing shall comply with HUD's contamination regulations, 24 CFR 50.3(i) and/or 24 CFR 58.5(i). o The installation of the selected system must be completed within 30 days of the date on the Notice to Proceed Letter. Once the system is activated, post-installation testing must be conducted within 30 days to verify that radon levels have been reduced to acceptable levels. All relevant documentation, including test results, must be submitted to the Project Manager for review and record-keeping. o Once a mitigation system has been installed, post-installation testing must be conducted within 30 days to confirm that radon levels have been reduced to below 4.0 pCi/L. Testing must follow ANSI/AARST protocol (include a copy of the test report and mitigation plan as described in the standard in the ERR. For Office of Housing programs, follow program guidance requirements on timing and documentation) and be performed by a licensed radon professional or qualified personnel with experience in radon measurement. The results of the post-installation testing indicating the radon level is below the 4.0 pCi/L requirements must be communicated to the Responsible Entity and Project Managers.
