LCRA Transmission Service Corporation (LCRA TSC) is planning to upgrade the existing 138-kV Georgetown Substation, which is owned and operated by LCRA TSC, to a four-circuit breaker improved bus with Gas-Insulated Switchgear (GIS) capable of 4000 continuous amps. Question Deadline 01/27/2025 at 5:00 PM CT Questions regarding the RFQ must be submitted via email ONLY to the LCRA Agent at Kelly.Sweetin@lcra.org by the date indicated in the milestone block. The GIS equipment will reside in an enclosure, with above-ground circuit entrances into the enclosure. The low side of the station, which is jointly operated with Georgetown Utility Services, will be upgraded from 12.5 kV to 25 kV. LCRA Georgetown Substation is located on a developed and constrained site in Georgetown, TX near the intersection of Interstate 35 and West University Ave (State Highway 29), and the GIS installation and associated work will be entirely contained within the existing footprint of the Substation. Georgetown Substation will be deenergized during construction activities, including removal of existing equipment and structures and installation of the GIS equipment and associated work. The project's required in-service date is May 15, 2027. LCRA TSC places no business objective or priority above safety. We require projects to be designed and constructed safely. We consider safety when we evaluate our suppliers. Where made available by LCRA TSC, the Contractor will adhere to LCRA TSC-provided requirements including but not limited to design, construction, and material standards and guiding design documents. LCRA Transmission Services Corporation's (the "Owner") project will increase transmission service reliability by upgrading the Georgetown substation 138-kV transmission bus to a four-circuit breaker improved bus with Gas Insulated Switchgear (GIS). The existing substation consists of two 138kV transmission line terminals, and two 138kV/13.09kV power transformers. The high side of the substation is currently configured in a single bus/single breaker arrangement. In orderto improve the system reliability of the substation, this project scope is to rebuild the substation into a 4 breaker ring bus configuration. The new GIS equipment will be built initially with 4 terminals in a ring-bus configuration with provision to ultimately expand to a 6 breaker ring-bus in the future. The new switchgear and all 138-kV series equipment will be rated at 4000 continuous amps, upgrading Georgetown T1 and Georgetown T2 to 46.7 MVA (One PWT will be 138x25:12.5-kV and one PWT will be 138x25-kV)rated power transformers. The low side buses at Georgetown will be capable of service at 25-kV. Georgetown will initially carry all 12.5-kV load from one low side bus and transfer circuits to the 25-kV bus as the circuit's voltage is converted. Both low side busses will ultimately be upgraded to 25-kV. The procurement of power transformers is the responsibility of the Owner, not the Contractor wo 138 kV circuits (T355 Chief Brady-Georgetown and T597 Georgetown-Rivery) currently terminate into Georgetown Substation. Both circuits will be re-routed and re-terminated to bushings on the exterior of the GIS enclosure. Both power transformers will be terminated to bushings on the exterior of the GIS enclosure.
