The general services to be provided is the necessary technical and project management support as the Owner's Advisor for successful execution of the LMWWTP HRT Facility Project. General scope of work includes but shall not be limited to: o Dedicated Owner Advisor Project Manager to serve as Owner's advocate on behalf of MSD by supporting MSD in day-to-day management and to work with MSD Project Manager. o Provide alternative delivery best practices from project planning through procurement, design and project construction / implementation o Develop conceptual project definition and performance requirements for Progressive-Design-Build (PDB) or a preliminary design in advance of the procurement process o Support the development of procurement documents that vary in complexity depending on the alternative delivery method and support MSD in the procurement process o Support MSD in clarifying requirements during procurement and design o Manage and monitor project progression of scope, schedule, and budget o Collaborate and facilitate with designer's, contractor's, other internal, and third-party advisors o Provide additional services during construction (e.g. QA/QC, testing, observation and validation of acceptance, participate in commissioning and startup, validating alternative delivery firm's substantial and final completion certifications).
