The work to be done consists, in general, of the removal and proper disposal of 242 almond trees, 222 grapevines, and one additional tree, including the root ball, located within the project limits of the Houghton Canal Bridge Replacement Project on N Chateau Fresno Avenue. Additional work will also include removing any abandoned components of irrigation systems, cleaning up debris after tree removal, and grading to keep property owners' flood irrigations systems fully functional. The DBE Contract Goal is 14%. The engineer's estimate range is $160,000-$180,000. Complete all work for submittals and ordering materials/equipment within 15 working days (Specifications Special Provisions Section 8-1.04B). The County of Fresno affirms that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation. Bidders are advised that, as required by federal law, Disadvantaged Business Enterprise (DBE) requirements are included in Section 2, "Bidding," under subsection 2-1.12 "Disadvantaged Business Enterprises". The DBE Contract Goal is 14 percent. This project is subject to the federal suspension and debarment requirements (2 CFR, part 180). No contract shall be awarded to a contractor who has been debarred, suspended, or otherwise excluded from or ineligible for participation in Federal assistance programs or activities. Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR, part 200) also apply to this project. This project is subject to the "Buy America" provisions of the Surface Transportation Assistance Act Of 1982 as amended by the Intermodal Surface Transportation Efficiency Act Of 1991. This project is subject to the Cargo Preference Act and implementing regulations (46 CFR Part 381) to the Federal Highway Program. This project is subject to the contracting requirements and implementing regulations as amended in Title 13, Section 2449 General Requirements for In-Use Off-Road Diesel-Fueled Fleets, of the California Code of Regulations (13 CCR2449(i)). Bidders must submit a valid Certificate of Reported Compliance (CRC) issued by the California Air Resources Control Board at the time of bidding. Bidders are responsible for submitting their listed subcontractors' CRCs and any supporting documentation within five (5) calendar days of bid opening. Failure to submit the required CRCs may render a bid non-responsive.
