Site work and new construction of a military facility in Dover Air Force Base, Delaware. Conceptual plans call for the construction of a military facility; and for site work for a military facility.

This Basic Contract Statement of Work (SOW) defines the scope of a full range of construction and engineering activities necessary to meet Air Force and other customer requirements for the Regional Engineering and Construction Contract (RE&C). This basic contract SOW describes the requirements necessary to complete the design-bid-build (DBB) construction requirements for an RE&C Acquisition Task Order (TO) which describes this DBB construction effort at Dover Airforce Base (AFB). The RE&C Contractor is to provide the Government with a complete construction and warranty in accordance with FAR 52.246-21 to construct a new Earth Covered Magazine (ECM). All work shall be accomplished in accordance with (IAW) the contract specifications, drawings, and as directed by the Contracting Officer (CO). This TO will utilize the following Base Bid Items: Base Bid Item 1 - Construct new Munitions Facility, B1196: Construct a new Earth Covered Magazine (ECM) to include concrete access pavement, communications, security systems, equipment, and utilities. This SOW encompasses the full range of methods, technologies, and supporting activities necessary to conduct project construction at Dover AFB. Air Force installations and other locations within the United States in accordance with technical and regulatory requirements. The Contractor shall function as an integral team member in support of the Air Force and other customer missions, to include sharing information with other Contractors and cooperation with communities and other Government entities. Requirements include efficient management including, but not limited to, the submission of accurate, on-time, quality contract deliverables and timely identification and solution of impediments to successful project execution. The Government will rely on the Contractor's expertise in recognizing and addressing problematic issues and successful execution of this TO. The Contractor shall perform all work in accordance with federal, state, and local statutes and regulations. The Method of Contractor Selection has not been determined at this Time.
