The Holston Army Ammunition Plant in Kingsport, TN requires an updated Laundry Facility to support routine and specialty laundering requirements of a variety of worker garments and production area fabrics utilized in conjunction with explosives production operations. Holston Army Ammunition Plant (HSAAP) is a Government-Owned, Contractor-Operated (GOCO) explosives production facility located in Kingsport, TN. HSAAP is the primary source within the National Technology and Industrial Base (NTIB) capable of meeting all Single Manager for Conventional Ammunition (SMCA) requirements for Research Department Explosive (RDX), High Melt Explosive (HMX), Nitro-triazolone (NTO), and Dinitroanisole (DNAN) based explosive formulations. HSAAP depends on an onsite Laundry Facility to support routine and specialty laundering requirements of a variety of worker garments and production area fabrics utilized in conjunction with explosives production operations. The new Laundry Facility will house new and relocated laundry equipment. Laundry equipment will comprise of a scale, hot water tank(s) with controls, several washer/extractors, and dryers. In addition to the equipment area, the new building will include cutting and sewing rooms, clothing storage, bathrooms, a separate boiler room (as required) and breakroom. Ramps and loading dock are required for safe transport of wheeled buggies within the building and to/from change houses. The new Laundry Facility will also have some proprietary equipment that will require a J&A. This includes door locks, mass notification system, fire alarms and a monitoring system with radio units. These items will be brand specific as they will have to interface with existing items on the facility. Additionally, the washer and dryer units will also be proprietary as specialty equipment is required to launder the garments exposed to explosives at the facility. Estimated construction duration is 450 calendar from notice to proceed. Contractors will be required to submit bid s documents prior to award and the successful offeror will need to submit 100 and s after award. The magnitude of construction is between 10,000,000 and 25,000,000 The contractor shall begin performance within 10 calendar days and complete it within 730 calendar days All questions and/or comments should reach the above referenced Contracting Office via ProjNet no later than 10 calendar days prior to proposal submission due date, in order that they may be given consideration or actions taken prior to receipt of offers. *The value for this project is based on a financial range.
