The City of Aurora, Illinois (City) is in need of professional services from a qualified engineering firm for the 2025 and 2026 Overlay Manhole Inspections. As a part of the selection process, the interested consultants are required to submit a Statement of Qualifications (SOQ) to perform the requested work. Purpose: Procurement of professional services to inspect and provide repair recommendations of the sanitary and storm manholes located within the City's 2025 and 2026 Overlay Program. Engineering Scope of Services Inspect approximately 2,500 sanitary and storm manholes that are located within the limits of the City's Overlay Program. The Overlay Program and Manhole Inspections will be spread between all 10 wards within the City. The 2025 Overlay Program manholes shall be inspected and data provided to the City by June 30, 2025. The 2026 Overlay Program manholes shall be inspected and data provided to the City by September 30, 2025. The inspections shall meet the standards of a Level 1 inspection as defined by the NASSCO Manhole Assessment and Certification Program (MACP). Field data shall be entered using ArcGIS Survey 123 on a mobile device/tablet. Provide repair recommendations and budget estimates for repairs presented in a Microsoft Excel format. Repair recommendations shall be separated by repair type, includes notes justifying the repair and a current market budget estimate for the repair. A severity rating of 0-3 (0 = good, 1 = moderate/fair, 2 = poor, 3 = severe) shall be assigned to each structure Question Deadline 02/04/2025 at 2:00 PM CT All questions shall be submitted VIA E-MAIL to PurchasingDL@aurora.il.us and must be received. A response to all questions received will be addressed via addendum and posted electronically by 2 p.m. (CST) on February 6, 2025. The City will begin reviewing the SOQ's immediately with the firm selected no later than February 21, 2025. A draft engineering agreement will be due electronically to the City by February 26, 2025. The City intends to have negotiations completed and final engineering agreement by February 28, 2025. It is anticipated that the contract will be awarded at City Council on March 25, 2025. The City of Aurora reserves the right at any time and for any reason to cancel this consultant procurement process, to reject any or all SOQ's, or to accept an alternative SOQ. The City of Aurora reserves the right to discard any immaterial SOQ. The City and/or staff may seek clarification from an offer at any time and respond promptly if there is cause for rejection. The City of Aurora will not be liable in any way for any costs incurred by consultants in replying to this request.
