HVAC & Controls Performance Assurance Contractor - Supplemental The New Mexico Public School Facilities Authority (NMPSFA) is requesting proposals from qualified firms or Offerors for HVAC & Controls Performance Assurance Contractor(s) (PAC) who will oversee the HVAC Design Stage, Construction Stage and the 11-Month Correction Period. The Contractor will have the responsibility for evaluation of HVAC and control systems design, installation, testing and balancing, and is capable of maintaining an unbiased third-party position. As part of its statutory mandate, the NMPSFA serves as staff to the Public School Capital Outlay Council (PSCOC), which makes distributions from the Public School Capital Outlay Fund to school districts, in part for projects such as the refurbishment and construction of new school buildings. The NMPSFA provides indirect oversight to these projects to assist school districts in the successful management of their projects.
