The Cobb County Water System ("Owner" or "County") intends to select a Design-Build entity to provide certain professional, construction, and startup/commissioning services for improvements and upgrades to the existing solids handling equipment at R.L. Sutton WRF including upgrades to the existing fluidized bed incinerators. The services will be performed using the Progressive Design-Build delivery method. Proposals will be reviewed and evaluated using the single-step, best-value selection process described in these instructions. Cost: Minimize life-cycle cost. The estimated budget for this project is $70 million.
