The City of Palm Springs is a Charter City in eastern Riverside County, CA with a population of over 48,000. The City is seeking Statements of Qualifications (SOQs) from qualified professional Engineering firms to provide the City with on-call assessment and related civil engineering services to support utility undergrounding projects requested by residents within the City. The California Public Utilities Commission (CPUC) Rule 20B program provides a mechanism for residents to finance the cost of utility undergrounding projects in their neighborhoods via formation of an assessment district on properties that will benefit, with the cost paid over time and assessed on the property owners' tax rolls. The City anticipates that services will include assistance with all phases involved in forming an underground utility assessment district and implementing Rule 20B projects from utility coordination, planning, design, and construction through the completion of private connections to the underground infrastructure.
