The property lies along the eastern bank of the Oconee River and the requisite undisturbed state waters buffers will be honored and exceeded. The existing Athens-Clarke County Greenway Trail runs between the river and the proposed project. There will be a minimum width of 100 feet of undisturbed wooded area between the greenway trail and the project disturbance. The western property line is shared with Athens-Clarke County with their wastewater treatment plant site. The project will be permitted through Athens-Clarke County. It involves approximately 14 acres of land disturbance. Anticipated approximate quantities of earthwork, curbing, paving, storm pipe, fencing, etc. are listed on the Concept Site Plan dated January, 15, 2025 prepared by Breedlove Land Planning, Inc. A geotechnical subsurface report by Geo-Hydro Engineers will be provided. A topographic and utility survey is underway and being performed by Baseline Surveying. Pond 1A on the south end of the project will include approximately 50,000 c.f. of stormwater storage to provide channel protection and detention treatment. The outlet system from Pond 1A will be conveyed via new storm pipe running from east to west along the northern end of the existing parking lot. The storm pipe will discharge into and existing channel east of the existing double culvert that drains beneath the Athens-Clarke County Greenway Trail. Pond 1B will include approximately 108,000 c.f. of stormwater storage to provide channel protection and detention treatment. Pond 1B will also receives significant drainage from the upstream storm pond located on the ACC wastewater treatment site. The outlet system from Pond 1B will discharge into a large existing drainage swale on the north end of the proposed project site. This project site lies along the Oconee River and the ACC Greenway Trail with a steady presence of community members utilizing the trail. The project site also has significant topography and potential for erosion if not managed properly. A robust effort to prevent erosion and sedimentation and maintain clean stormwater discharge will be mandatory for this project.
