Bids must be delivered to the designated location not later than the time and date for receipt of Bids. The cancellation or delay of the normal business activities of the Owner shall not be construed as an extension of the time and date for the receipt and opening of Bids. Bids received after the time and date for receipt of Bids will be returned unopened regardless of the reason for the delay. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity, and a complete listing of all subcontractors to be used and shall otherwise comply with the requirements of the INFORMATION FOR BIDDERS. The right is reserved by the OWNER to reject any or all bids, and to waive any informality in bids received and to accept any bid which it deems to be the lowest and best and/or most responsive/responsible bid. All contractors and subcontractors involved with the Project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of the Project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and the Governor's Executive Order 84-9 is required. The Contractor must comply with the Prevailing Wage Rates on public improvements in Hamilton County as ascertained by the State of Ohio Department of Commerce. No Bidder may withdraw its bid for a period of sixty (60) days after the scheduled closing time for the receipt of the bids.
