The Metropolitan Nashville Airport Authority (MNAA) is requesting a quote to perform Oil Water Separator Cleaning at the Nashville International Airport. Inspect, service, clean, and provide semi-annual preventive maintenance for oil water separators (OWS) and follow all State, Federal, and local regulations. The contractor shall provide all parts, labor, components, materials, equipment, personal protective equipment (PPE), management, supervision, technical expertise, tools, and transportation necessary to perform the inspection, maintenance, and service requirements. Contractor shall conduct and document two (2) semi-annual inspections and perform a cleaning at each OWS on a semi-annual basis (April and October). Services shall be performed in accordance with manufacturers' recommended procedures and original equipment manufacturer (OEM) standards. Materials removed from the OWS must be disposed of in accordance with all State, Federal, and local regulations by the Contractor at the Contractor's expense. Contractor shall clean up any spillage during pumping or transporting operations at no additional cost to the MNAA. OWS shall be backfilled (as needed) with clean water to the appropriate levels following pumping service. Contractor staff assigned to project will maintain a MNAA, Airport Wide, badge that includes escort privileges for workers at the job site at all times. Contractor must utilize at least three 8,000-gallon tankers with compartments for sludge, water and fuel to perform this work. Prior to the start of the work, the contractor shall be responsible for obtaining all necessary permits from the appropriate agencies relating to this Project. Confined space entry permits must be secured at the beginning of the day before the start of work. Permits are issued by Maintenance Control at the Consolidated Service Facility (CSF) located at 815 Hangar Lane. All fuel and solids will be removed from Airport property and properly disposed by the Contractor. Contractor to provide MNAA with copies of manifests upon disposition of waste. SMALL MINORITY WOMAN-owned BUSINESS ENTERPRISE (SWMBE) PARTICIPATION. It is the MNAA's objective to promote, encourage, and stimulate participation of local, small, minority and woman-owned business enterprises (SMWBE) within its organization and the economic community served by it so as to provide maximum opportunities to participate in contracts, programs and all related business activities of the MNAA. MNAA will apply the local small minority woman business participation levels where expenditures and purchases are made with non-federal funding, and to all contracts, leases, management agreements, consultants, prime contractors, subcontractors, respondents, proposers, or proposers involved in the performance of a commercially useful task for MNAA. MNAA proposes to award the Contract to the lowest responsive and responsible Proposer, provided it has met the goals for SMWBE participation or, if failing to meet the goals, has made an acceptable good faith effort to meet the established goals for the SMWBE participation. Proposer is advised that MNAA reserves the right to reject any and all Proposals submitted, to waive any and all informalities, irregularities and/or technicalities in any Proposal or Proposal Guaranty, to accept any Proposal deemed advantageous to it and to negotiate changes, deletions, or additions to these Contract Documents with the successful Proposer.
