Diesel Tank Replacement The Central New York Regional Transportation Authority is requesting bids from professional organizations to provide a Replacement Diesel Tank - Utica. Firms wishing to submit Bids do so entirely at their own risk. There is not an express or implied obligation on the part of the CNYRTA to reimburse responding firms for any expenses incurred in preparing and submitting Bids in response to this request. The CNYRTA reserves the right to reject any and all Bids for any reason. Question Deadline 02/03/2025 at 2:00 PM ET Online Portal ONTRACT TERM: One Time Purchase Bids received within the confines of the due date will remain in effect sixty (60) days from the due date. All Bidders will be required to certify that they are not on the Comptroller General's List of Ineligible Contractors. SCOPE OF PERFORMANCE AND SPECIFICATIONS Description of Performance and Specifications The Central New York Regional Transportation Authority (CNYRTA) is soliciting competitive bids to remove the existing above ground, horizontal 10,000-gallon diesel fuel tank and to furnish and install a new above ground, horizontal 5,000-gallon diesel fuel tank at its Centro of Oneida facility, located at 185 Leland Avenue, Utica, NY 13502. Specifications: a. Removal and Disposal of Existing Tank: i. Safely remove and dispose of the current 10,000-gallon diesel tank and all associated accessories. 1. Drain and remove all above ground fuel lines, piping and remote fill cabinet. 2. Disconnect and remove tank top accessories and secure all electrical connections. 3. Remove any obstructions, including fencing and roof structures, as required for tank removal and installation. 4. Transport and dispose of the removed tank in compliance with environmental regulations. 5. Ensure the work area is prepared for the proper placement and installation of the new tank. b. Installation of New Tank: i. Furnish and install one (1) horizontal, above ground 5,000-gallon double-wall UL2085 rated diesel fuel tank with all necessary fittings and openings. 1. Include tank accessories such as emergency vents, a fuel level gauge and overfill prevention mechanisms. ii. Furnish and install a new remote fill cabinet compatible with the 5000-gallon tank, including all necessary piping and safety features. iii. Furnish and install a ladder and catwalk platform to allow safe and efficient access for servicing the tank from above. iv. Turnkey installation must meet the following standards and approvals: 1. ANSI A117.1 - ADA Compliant User Controls. 2. C-UL - US Listed. 3. FCC - Federal Communications Commission. 4. W&M - Weights and Measures. 5. NYS DEC 6 NYCRR Part 613 - Petroleum Bulk Storage. 6. NYS Fire Code Chapter 23 - Motor Fuel - Dispensing Facility and Repair Garages. 7. All State and Local rules and regulations. c. Site Restoration: i. Ensure proper piping connections to integrate the new tank and remote fill cabinet with the existing fueling system. ii. Perform a complete inspection and operational test of the new tank and fueling system to confirm functionality. iii. Restore the surrounding building structures, fencing, roof structures and any other site elements to their original condition after installation. d. Additional Notes: i. Perform all work in compliance with Local, State and Federal safety and environmental standards. ii. Maintain the appropriate insurance coverage throughout the project. iii. Provide all necessary equipment, including cranes and lifts, to complete the project. iv. All work must be completed within the agreed timeline and during normal business hours. v. The successful bidder must obtain approval for all changes to the scope of work before implementation. Each Bidder will be required to comply with all Equal Employment Opportunity Rules and Regulations. The CNYRTA hereby notifies all Bidders that it will affirmatively insure that in regard to any contract entered into pursuant to this advertisement, disadvantaged business enterprises (DBE), minority/women owned business enterprise (M/WBE), and service disabled veteran owned business (SDVOB) will be afforded full opportunity to submit bids to this invitation and will not be discriminated against on the grounds of sex, race, color, or national origin in consideration for an award.
