The purpose of this project is to improve safety, traffic operations and reliability along Interstate 81 by adding a third travel lane in each direction. The project totals 6.8 miles of I-81 widening and pavement rehabilitation in Harrisonburg and Rockingham County. The additional lanes will be added to the inside (median side) between mile markers 242.0 and 248.8. Specific improvements include: One additional lane northbound and southbound from approximately one mile south of the exit 243 (Route 11) interchange near Pleasant Valley Road to approximately one mile north of the exit 247 (Route 33/East Market Street) interchange. Replacement of northbound and southbound I-81 bridges with single, wider structures at four crossing locations: Over Blacks Run near mile marker 242.4. Over the Norfolk Southern Railway near mile marker 244.4. Over Blacks Run near mile marker 244.5. Over Country Club Road and Norfolk Southern Railway near mile marker 247.7. Replacement of the Pleasant Valley Road bridge over I-81 near mile marker 243.5. Replacement of an existing traffic signal at the intersection of Early Road and Pleasant Valley Road with a roundabout. Maintain or enhance operational safety with the installation of a concrete median barrier between northbound and southbound traffic, and through improved signs and pavement markings. Make sensible use of existing pavement and rights-of way to accomplish capacity improvements. New I-81 travel lanes will be constructed to the median side where possible. Construction of approximately four miles of noise barrier walls. Barrier locations are based on VDOT noise analysis and input from property owners and tenants in affected areas. Construction of stormwater management systems along the I-81 corridor, at James Madison University along Paul Street, and near the intersection of Reservoir Street and Ridgeville Lane. In 2019 Route I-81 through Harrisonburg had an average daily traffic count of 58,000 vehicles per day. By the design year of 2047 the estimated average daily traffic volume is 81,300 vehicles per day. The Interstate 81 Harrisonburg-Area Widening (Exit 243 to Exit 247) is among 65 construction projects in the I-81 Corridor Improvement Program (CIP). The CIP unlocks I-81 by enhancing safety and reliability, reducing congestion and supporting economic growth along the interstate's 325 miles in Virginia.
